This Resolution of the National Bank of Ukraine (NBU) No. 59 dated June 04, 2026, introduces comprehensive amendments to the Instruction on the Organization of Inkassation (Collection) and Transportation of Currency Valuables. The document is aimed at adapting inkassation activities to modern requirements of financial inclusion and the digitalization of processes. The primary objective is to detail procedures for handling valuables, update security requirements for motor vehicles, and introduce a new reporting system for banks and inkassation (cash-in-transit) companies.
### Structure and Key Provisions
The Resolution consists of the regulatory act itself and appendices containing detailed amendments to the 2017 Instruction. Key changes include:
* **Expansion of Terminology:** Clarification of concepts regarding precious metals and stones, as well as the introduction of new entities, such as a “commercial agent of a financial inclusion bank.”
* **Digitalization:** Legalization of the use of a simple electronic signature (ES) when receiving/handing over valuables, provided that automated accounting systems are used.
* **Security:** Updating technical requirements for armored motor vehicles (compliance with DSTU EN 1063:2022) and prohibiting the presence of unauthorized persons in operational motor vehicles.
* **Reporting:** Implementation of mandatory annual reporting to the NBU regarding the availability of motor vehicles and the volumes of inkassation activities.
### Most Important Provisions for Practical Application
For banks and inkassation companies, the following aspects are most critical:
1. **Deadlines for Compliance:** All internal documents and agreements must be updated by November 01, 2026.
2. **New Reporting Requirements:** Banks are required to submit information on their vehicle fleet and activities (Appendices 9 and 10 to the Instruction) to the NBU annually by January 15, regardless of whether activities were conducted during the reporting period.
3. **Process Optimization:** The use of mobile terminals and payment devices for generating accompanying documents is permitted, which significantly simplifies work on routes.
4. **Technical Standards:** Mandatory updating of labeling and glass protection classes (not lower than BR5) for armored transport in accordance with the new standards.
5. **Working with Agents:** The procedure for the transportation of valuables between subdivisions of commercial agents of a financial inclusion bank, which was previously insufficiently detailed, has been clearly regulated.
