    On amendments to the implementation of the experimental project on organizing the provision of comprehensive social services for building resilience in territorial communities to certain resolutions of the Cabinet of Ministers of Ukraine

    This Resolution of the Cabinet of Ministers of Ukraine No. 774 dated June 17, 2026, is aimed at improving the mechanisms for implementing the experimental project on the provision of the social service of resilience building.     2. **Amendments to Resolution No. 40 (regarding small grants):** the Ministry of Social Policy has been renamed to the “Ministry of Social Policy, Family and Unity,” and references to the project’s regulatory framework have been updated.
    3. **Amendments to Resolution No. 1505 (regarding the implementation of the experimental project):** this is the most substantial block, which expands the scope of project participants, establishes new deadlines, and details requirements for facility safety.

    **Key Provisions for Practical Application:**
    * **Extension of Deadlines:** The project will officially remain in effect until November 18, 2027, providing legal certainty for budget planning and the operation of the centers.
    * **Responsibility for Agreements:** A mechanism has been introduced to protect against inaction: if an authorized body unjustifiably evades signing an agreement with a contest winner within three days, the Fund has the right to exclude such a hromada (community) from the list of project participants.
    * **Safety Requirements:** Mandatory availability of protective structures (shelters) for resilience centers has been established. If there is no dedicated shelter, the authorized body is obliged to ensure access to the facilities of other business entities.
    * **Expansion of Subjects:** It has been clarified that project participation includes not only district administrations in the city of Kyiv but also the Kyiv and Sevastopol city state administrations, as well as military administrations of populated localities.
