    On Amendments to Resolutions of the Cabinet of Ministers of Ukraine of December 22, 2023, No. 1352 and of September 17, 2025, No. 1169

    This Resolution of the Cabinet of Ministers of Ukraine No. 746 dated June 10, 2026, introduces systemic changes to the support mechanisms for internally displaced persons (IDPs) and persons displaced as a result of hostilities.     ### Structure and Main Changes
    The Resolution consists of two main blocks of changes:
    1. **Amendments to the Procedure for the Use of Funds (Resolution No. 1352):** references to the regulatory framework have been updated, and terminology has been expanded to include new categories of recipients.
    2. **Amendments to Resolution No. 1169:** this is a key part of the document, which:
    * Expands the title and scope of experimental projects to include “displaced persons.”
    * Details the responsibilities of local authorities regarding coordination and information provision.
    * Updates mechanisms for providing services (nursing care and shelter), including increasing tariffs and clarifying the functions of social workers.

    ### Important Provisions for Practical Application
    For professional use of the act, attention should be paid to the following aspects:

    * **Expansion of the Subject Composition:** Services are now available not only to IDPs but also to “displaced persons” (those who evacuated from dangerous territories prior to obtaining official IDP status).
    * **Nursing Care:** A tariff is set at **UAH 785.88 per day** per recipient. The service is provided for 30 days (with the possibility of extension up to 60 days based on medical indications). Providers are now required to conduct active case management, including the drafting of individual displacement plans.
    * **Shelter Service:** The tariff for shelter services for persons with limited mobility has been increased to **UAH 343.74**. Importantly, providers now have clear instructions regarding the definition of “limited mobility” and the mandatory conduct of supervision for personnel.
    * **Digitalization:** The use of the “Case Management” digital tool within the Unified Information System of the Social Sphere has been introduced for recording and planning assistance.
    * **Responsibility:** The role of local authorities has been strengthened in ensuring interaction between transit centers and service providers, as well as in monitoring the implementation of recipients’ individual integration plans.
