**1. Substance of the Act**
This Resolution of the Cabinet of Ministers of Ukraine is aimed at providing financial support to young doctors starting their professional careers under challenging conditions. The document defines the conditions for granting a one-time financial assistance in the amount of 200 thousand hryvnias to internship graduates who are willing to work in rural areas or in war-affected territories. The State establishes clear requirements regarding the employment period and the geographical location of healthcare facilities to receive this payment during the period of martial law. This regulates the staffing mechanism for providing doctors to de-occupied and frontline regions, as well as rural areas.
**2. Structure of the Act and Changes Compared to the Previous Version**
The Act has a concise structure and consists of a single operative paragraph which amends the first paragraph of clause 1 of the previously adopted Resolution of the CMU No. 635 dated May 30, 2025.
The main change compared to the previous version lies in detailing and expanding the list of territories where employment entitles an individual to receive the 200 thousand hryvnias assistance. In particular, territories of active or possible hostilities (for which the date of termination of hostilities has not been determined) included in the relevant list of the Ministry for Development of Communities and Territories have been added to rural areas. At the same time, the new version clearly outlines territorial exceptions where this provision does not apply.
**3. Key Provisions Important for Practical Application**
For the practical application of the Resolution, the following criteria are key:
* **Entities entitled to assistance:** graduates who have completed internship training in medical specialties starting from 2025.
* **Timeline for concluding the agreement:** the employment contract must be signed directly in the year of completion of the internship.
* **Term and conditions of employment:** mandatory conclusion of a contract for a term of at least three years in medical positions at state-owned or municipal healthcare facilities.
* **Geographical factor:** the workplace must be located in rural areas or in territories of active/possible hostilities.
* **Territorial restrictions (exceptions):** assistance is not provided in case of employment in Kyiv Oblast, as well as in Zaporizhzhia, Mykolaiv, Odesa, Kharkiv, and Chernihiv urban territorial communities.
* **Amount and procedure of payment:** the assistance is a one-time payment, amounts to 200 thousand hryvnias, and is paid in accordance with the procedure approved by the Ministry of Health of Ukraine.
