    Certain issues regarding the distribution of donated blood and blood components in 2027

    This Order of the Ministry of Health of Ukraine No. 581 dated 04.05.2026 establishes the financial and organizational parameters for the functioning of the blood system for the year 2027.     2. **Costs and Prices:** Average reference production costs and selling prices have been established for a wide range of blood components (whole blood, erythrocytes, platelets, plasma).
    3. **Prices for Plasma for Fractionation:** Prices for plasma used as raw material for the subsequent production of medicinal products are highlighted separately.
    Compared to the previous order (No. 763 dated 02.05.2025), this document updates price indicators, taking into account current economic conditions for 2027, and amends the list of reference institutions.

    **Important Provisions for Implementation:**
    * **Regulatory Effect:** The Order is mandatory for compliance by subjects of the blood system, as it sets pricing benchmarks for the sale of products.
    * **Price Differentiation:** It is important to pay attention to the difference between the “production cost” and the “selling price” of a dose, which is critical for the financial planning of medical facilities.
    * **Plasma Specialization:** The document clearly distinguishes between plasma for clinical use and plasma for fractionation, establishing specific prices for the latter depending on the volume of the dose and its origin (apheresis or from whole blood).
    * **Entry into Force:** The main provisions take effect from the moment of publication; however, the repeal of the previous order No. 763 is deferred until January 1, 2027, which ensures continuity of regulation.
