The decision of the National Security and Defense Council of Ukraine dated April 29, 2026, enacted by the Decree of the President of Ukraine, concerns the application of personal special economic and other restrictive measures (sanctions) to individuals and legal entities.
The structure of the decision includes four main points: support for the SSU’s proposals regarding the application of sanctions, the direct application of sanctions to individuals and legal entities in accordance with the annexes, ensuring the implementation and monitoring of sanctions by the Cabinet of Ministers of Ukraine, the SSU, the NBU, and the Commission on State Awards and Heraldry, as well as informing the competent authorities of other states by the Ministry of Foreign Affairs of Ukraine about the application of sanctions and initiating similar measures on their part. Annexes 1 and 2 contain lists of individuals and legal entities to whom sanctions are applied.
The most important provision of this decision is the direct application of sanctions to the persons specified in the annexes, as well as the mechanism for the implementation and monitoring of these sanctions, which is assigned to the government and other state bodies. Also important is informing international partners in order to introduce similar sanctions at the international level.
