Order of the Cabinet of Ministers of Ukraine No. 133-r of February 9, 2026, defines the distribution of subventions from the state budget to local budgets for the implementation of the project on arranging safe conditions, namely shelters, in institutions of general secondary and preschool education. This funding is aimed at improving the safety infrastructure in educational institutions.
The structure of the order includes the main part, which defines the implementation of the distribution of the subvention, and an annex containing a detailed distribution of the amounts of funding among the local budgets of various regions and territorial communities. The annex specifies budget codes, names of local budgets, and the amounts of subventions in thousands of hryvnias.
The most important provision of this order is the specific amounts allocated to each territorial community or region, as this determines the amount of funds available for the implementation of projects for the arrangement of shelters in educational institutions. Local self-government bodies must take these amounts into account when planning and implementing relevant works.
