The Decision of the National Security and Defense Council of Ukraine concerns the application and cancellation of personal special economic and other restrictive measures, i.e., sanctions. This decision supports the proposals of the Cabinet of Ministers of Ukraine and the National Bank of Ukraine regarding the imposition and lifting of sanctions against certain individuals and legal entities.
The structure of the decision includes five points and two appendices. The main provisions are: the NSDC supports proposals for sanctions, applies sanctions to individuals and legal entities in accordance with the appendices, excludes one item from the previous decision on sanctions of 2023, instructs the Cabinet of Ministers, the SSU, and the NBU to ensure the implementation and monitoring of sanctions, and the Ministry of Foreign Affairs to inform international bodies about the application of sanctions. The appendices contain lists of individuals and legal entities to whom sanctions are applied.
The most important for the use of this decision is the list of individuals and legal entities to whom sanctions are applied (Appendices 1 and 2), as well as the obligations of the Cabinet of Ministers of Ukraine, the Security Service of Ukraine, and the National Bank of Ukraine regarding the implementation and monitoring of the effectiveness of these sanctions.
