The government has amended the process of preparing proposals for the application of sanctions, particularly against foreign individuals and legal entities. The Ministry of Foreign Affairs receives expanded powers in preparing proposals for sanctions based on decisions of foreign states. The Interdepartmental Working Group may now propose changes to sanctions legislation and adapt it to EU norms.

The Cabinet of Ministers has expanded the list of persons who can head the commission for the reorganization of central executive bodies. Now, the head, deputy head, or another official of the body created as a result of the reorganization may chair the commission.
Resolution of the Cabinet of Ministers of Ukraine on Amendments to the Interdepartmental Commission on the Organization of Production Sharing Agreements
The Cabinet of Ministers has changed the composition and regulations of the Interdepartmental Commission on the Organization of Production Sharing Agreements. The Minister of Economy becomes the co-chair of the commission on mineral resources, and the State Secretary of the Cabinet of Ministers becomes the deputy co-chair. Certain positions have been excluded from the commission’s composition.

The government has allowed the inclusion of commissions and interest on loans in the purchase price of domestically produced drones and electronic warfare equipment, but not more than 10% of the production cost. Four governmental committees have been established, responsible for various areas of state policy. The areas of responsibility have been distributed among the committees, and their personnel composition has been approved, which determines how and what issues will be considered at the governmental level.

The government has introduced changes to the rules of military registration and mobilization. Women with medical education are required to appear at the Territorial Recruitment Center (ТЦК) within 60 days to determine their suitability for service. Conscripts after the age of 25 are automatically removed from the register without a summons. Electronic document management is being actively implemented.

A mechanism has been established for the return of assets, including money, to clients of professional capital market participants who are subject to sanctions in the form of asset freezing. Clients can recover their assets held in the Central Depository, the National Bank of Ukraine (NBU), the Clearing Center, or in the bank accounts of such participant. The procedures and responsible parties have been identified.
