Commission Implementing Regulation (EU) 2025/1728
This regulation modifies Implementing Regulation (EU) 2015/2447 concerning the procedures for issuing or making out proofs of origin under the pan-Euro-Mediterranean (PEM) Convention.
Due to Decisions No 1/2023 and No 2/2024, both original and updated rules of origin can be used.
The regulation mandates suppliers to clearly indicate which PEM rules they used (original or updated) in their declarations.
If the rules aren’t specified before the end of 2025, the original PEM rules will be assumed. The regulation applies retroactively from January 1, 2025.
Commission Implementing Regulation (EU) 2025/1724
This act imposes provisional anti-dumping duties on barium carbonate imports from China and India.
An investigation found that these imports were being sold at unfairly low prices, harming EU industry.
The regulation sets specific tariffs for companies and a general tariff for all other imports from these countries.

Commission Regulation (EU) 2025/17XX (Concerning REACH and CMR Substances)
This regulation updates the REACH regulation by adding newly classified dangerous substances (Carcinogens, Mutagens or toxic to Reproduction, CMR) to the list of restricted substances.
A derogation is included for cumene present in certain aviation fuels, which exempts it from the restrictions for the general public.
The goal is to protect the public from exposure to harmful chemicals while acknowledging aviation-specific use of cumene.

This act establishes a ban on bluefin tuna fishing for Greek vessels in the Atlantic east of 45° W and the Mediterranean Sea, triggered by Greece having exhausted its bluefin tuna quota for 2025. Greek vessels are prohibited from fishing for, keeping on board, moving, transferring, or landing any bluefin tuna caught after June 6, 2025.
Commission Delegated Regulation (EU) 2025/1044

Duties vary from 37.5% to 54.3%, depending on the company, to offset the unfair pricing.
A proper commercial invoice with a specific declaration is needed to receive the company-specific duty rates.
