This is an order of the Cabinet of Ministers of Ukraine, by which the second rank of a civil servant is assigned to Ivan Serhiyovych Bochko, the State Secretary of the Ministry of Finance of Ukraine. The decision was made on the basis of Article 39 of the Law of Ukraine “On Civil Service”.
The structure of the order is simple: it consists of the title, the preamble with reference to the law, the main part on assigning the rank to a specific person, and the signature of the Prime Minister.
The most important provision is the very fact of assigning the second rank to a civil servant, as it affects his status, remuneration, and other aspects of civil service.
