This decree introduces amendments to the previous decree of the Cabinet of Ministers of Ukraine dated March 6, 2022, No. 209, which regulates state registration and operation of unified and state registers, the holder of which is the Ministry of Justice, under martial law.
The changes introduced by the decree provide for temporary exemption of certain categories of persons from paying administrative fees and state duties for a number of services provided by the Ministry of Justice. This applies to internally displaced persons, persons residing in areas of active hostilities or temporarily occupied territories, as well as legal entities and individual entrepreneurs who are located in these territories or have changed their location due to martial law.
The most important provision is that these categories of persons are exempt from paying administrative fees for registration of real estate, changes to information about a legal entity/individual entrepreneur, as well as from paying state duties for registration of civil status acts and apostille of documents. This exemption is valid under martial law and for one month after its termination or cancellation.
