Amendments to the Regulations on the Ministry for Strategic Industries of Ukraine

The Resolution introduces amendments to the Regulations on the Ministry for Strategic Industries of Ukraine. The amendments concern the exclusion of one of the subparagraphs and the expansion of the ministry’s powers in the field of internal control and audit. The most important is the assignment to the Ministry of responsibilities for organizing and ensuring the functioning of internal control and audit. This means that the ministry is now responsible for verifying and evaluating the effectiveness of its activities and the activities of subordinate organizations, as well as for identifying and preventing possible violations.

Amendments to the Procedure for the Write-Off of State Property Objects

The Resolution introduces amendments to the current procedure for writing off state property objects, in particular, the provisions on writing off property by state unitary enterprises, objects damaged as a result of military actions, as well as property involved in measures of national security and defense are clarified. This resolution of the Cabinet of Ministers of Ukraine introduces changes to some previous resolutions in connection with the adoption of the Law of Ukraine “On Administrative Procedure”. All orders of heads of local state administrations and orders of structural subdivisions, which are administrative acts according to the law, must be issued, executed, and terminated taking into account the requirements of the Law of Ukraine “On Administrative Procedure”.

Procedure for Reburial of Prominent Fighters for the Independence of Ukraine

This resolution defines the procedure for reburial at the National Military Memorial Cemetery of prominent fighters for the independence of Ukraine in the 20th century, whose graves are under threat. It establishes criteria for determining persons subject to reburial, as well as determines the procedure for initiating and implementing this process. The most important provisions are the criteria for determining persons subject to reburial, the procedure for initiating the process (especially the role of the Ukrainian Institute of National Remembrance), the need to obtain consent from the user of the burial site, and the list of ritual services and items provided free of charge during reburial.

Attraction of State External Borrowing for the Purchase of Defense Materials

This resolution of the Cabinet of Ministers of Ukraine approves the main conditions for attracting state external borrowing in the form of a consortium loan from Citibank N.A. (London branch). The loan is provided for financing the purchase of defense materials, equipment, and technology. Intended use of the loan: funds can be used exclusively for the purchase of defense materials, equipment, and technology, as well as for the transfer of technology or licensing in the field of defense. Changes Regarding the Provision of Subvention for the “New Ukrainian School” Project

The resolution introduces changes to the previous resolution of the Cabinet of Ministers of Ukraine regarding
provision of a subvention from the state budget to local budgets for
the “New Ukrainian School” project in 2025. It is necessary to take into account
the new wording regarding the use of subvention funds, which expands the list of
possible purchases at the expense of the subvention. It is important to comply with the requirements for
purchases through an electronic catalog for goods worth from
UAH 100,000, if they are available in the catalog.

NSDC Decision on the Application of Sanctions

The Decision of the National Security and Defense Council of Ukraine dated June 10, 2025
concerns the application, amendment of personal special
economic and other restrictive measures (sanctions) against individuals and
legal entities. The most important provisions of this decision are
the direct application of sanctions to individuals and legal entities
specified in Annexes 1 and 2, as well as amendments made to previous
NSDC decisions that may affect existing restrictive measures.

Presidential Decree on Enacting the NSDC Decision on Sanctions

Security and Defense Council of Ukraine (NSDC) regarding the application and amendment of

Law on VAT Exemption for the Import of Fiber Optic Cables for
Defense Needs

This Law amends the Tax Code of Ukraine, expanding
the list of goods that are exempt from VAT taxation when imported into
the customs territory of Ukraine for security and defense needs. In particular, added
fiber optic cables and coils with them, which are used in
the production and repair of unmanned systems, as well as for the needs of the Armed

are used in the production and repair of unmanned systems for defense needs.
