**On the Approval of the Procedure for Conducting Performance Evaluation of Servicemen of the Security Service of Ukraine**

1. **Essence of the Law:**
The SSU Order approves a new procedure for attestation of servicemen of the Security Service of Ukraine. It defines the principles, organizational foundations, and procedures for evaluating servicemen in order to determine their compliance with their positions, career prospects, as well as to increase the level of integrity and prevent corruption. The order also amends the previous Instruction on the organization of the implementation of the Regulation on the military service of SSU servicemen, repealing some outdated provisions.

2. **Structure of the Law:**
The order consists of the following parts:
* General provisions defining the main tasks and principles of attestation.
* Regulations on attestation commissions, their formation and composition.
* Powers of the chairman, secretary and members of the attestation commissions.
* Procedures for preparing and conducting attestation, including testing.
* Procedure for the attestation commission and decision-making.
* Features of attestation of certain categories of servicemen, in particular graduates of the SSU military educational institutions.
* Features of attestation during martial law.
* Procedure for appealing the results of attestation.
* Use of attestation results for personnel decisions.

3. **Main provisions of the Law:**
* Attestation is carried out on a planned basis (at least once every 5 years) and внепланово (by decision of the Head of the SSU).
* The principles of attestation are established, such as objectivity, transparency, systematicity, individuality, equality, reliability, impartiality and political neutrality.
* Attestation commissions of various levels (Central and in subdivisions) are created, their composition and powers are determined.
* Mandatory testing of servicemen is introduced to determine the level of knowledge of legislation.
* The procedure for appealing the results of attestation is regulated in detail, including the possibility of filing an appeal.
* The peculiarities of attestation during martial law are determined, in particular the possibility of a simplified procedure without the participation of attestation commissions by the decision of the Head of the SSU.
* The results of attestation are used for making personnel decisions, such as concluding new contracts, moving to other positions and dismissal from military service.
