2. **Structure and main provisions:**
* The note to list No. 1 of table IV has been supplemented, stating that the circulation of piperonal, safrole, phenylacetic acid, which are contained in food products, flavorings and additives, is not subject to the control established for precursors.
* A new item has been added to list No. 2: “Diphenylacetonitrile”.
* A provision has been added to the note to the list that the circulation of piperidine, valeric acid in food products, additives and flavorings that have passed state registration is not subject to the restrictions established for precursors.
3. **Important provisions for use:**
* The changes concern the control over the circulation of precursors, in particular, diphenylacetonitrile.
* It is important to take into account the exceptions for certain substances (piperonal, safrole, phenylacetic acid, piperidine, valeric acid) in food products, flavorings and additives that are not subject to control if they meet the registration requirements.
* The resolution comes into force from the day of its publication, with the exception of the provisions on piperonal and safrole, which come into force three months after publication.
