Certain Issues Regarding the Allocation of Special Fund of the State Budget in 2025

Good day! Order of the Cabinet of Ministers of Ukraine No. 509-r dated May 27, 2025, concerns the redistribution of funds from the special fund of the state budget, namely the balances from contributions of business entities in the energy and utility sectors. These funds are directed to finance measures in the field of defense.

**Structure and main provisions:**

1. **Redistribution of funds:** The order defines the redirection of 195 million hryvnias from the special fund of the state budget, formed from contributions of business entities in the energy and utility sectors, to the needs of defense.
2. **Distribution of funds:** From this amount, 95 million hryvnias are allocated to the Main Intelligence Directorate of the Ministry of Defense for intelligence activities, and 100 million hryvnias to the Ministry of Internal Affairs (National Guard) to ensure the performance of tasks and training of personnel.
3. **Procedure for amending the budget schedule:** The Main Intelligence Directorate and the Ministry of Internal Affairs must submit proposals to the Ministry of Finance regarding amendments to the state budget schedule. The Ministry of Finance, in turn, must ensure that these changes are made in the established procedure.

* The order clearly defines the amounts and directions of use of the funds being redistributed.
