Essence of the Act:
The NBU Resolution establishes criteria for identifying critically important institutions in the cash circulation sphere. The document defines which companies engaged in cash collection and transportation are considered strategically important for Ukraine’s economy during a special period.

The Resolution consists of 4 points, with the first point being the primary one, which establishes a unified comprehensive criterion. The document is new and does not replace previous acts, but complements the system of criteria for identifying critically important enterprises.
Key Provisions for Application:
An institution is considered important for the national economic sector in cash circulation if it simultaneously meets three requirements:
1. Holds an NBU license for cash operations
2. Performs cash collection and transportation quarterly amounting to over 30 billion hryvnias
3. Services no less than 1,000 retail points and no less than 1,000 ATMs/POS terminals
These criteria are important for identifying institutions that require special attention and protection during a special period, particularly during martial law.
