The essence of the order is to implement digitalization of the military medical expertise procedure in the Armed Forces of Ukraine. The document establishes the transition from paper to electronic document management when conducting medical examinations of military personnel and drafting relevant resolutions of military medical commissions (MMC). The procedure for electronic interaction between various information systems and process participants is defined.
Structure and main provisions:
1. Amendments are made to the Regulation on Military Medical Expertise regarding:
– introduction of electronic form of MMC resolutions through the “Medical Information System of the Armed Forces of Ukraine”
– procedure for electronic interaction through the “Trembita” system
– use of electronic signatures
– electronic document management and document storage
2. A transition period until April 1, 2025, is established
3. The procedure for actions in the absence of technical capability of electronic systems is determined
Key provisions for practical application:
– From April 1, 2025, MMC resolutions will be formed exclusively in electronic form
– Documents will be signed with a qualified or advanced electronic signature
– Automatic data exchange between various registries and information systems is ensured
– In the absence of technical capability, temporary use of paper documents is allowed
– A procedure for correcting technical errors in MMC documents is provided
