The case concerns appealing an administrative penalty order for traffic rule violation.

The court thoroughly analyzed the procedural issues of filing an appeal by a lawyer and concluded that an electronic warrant signed with a qualified electronic signature is a full-fledged document confirming the representative’s authority. The Supreme Court essentially deviated from previous practice, recognizing the electronic signature on the warrant as equally valid as a handwritten signature.

The court revoked the decision of the appellate administrative court and remanded the case for reconsideration.
