    **Про затвердження Змін до Інструкції щодо підготовки бюджетної пропозиції** На виконання пункту 131 розділу VI “Прикінцеві та перехідні положення” Бюджетного кодексу України та з метою приведення нормативно-правових актів у відповідність до вимог чинного законодавства НАКАЗУЮ: 1. Затвердити Зміни до Інструкції щодо підготовки бюджетної пропозиції, затвердженої наказом Міністерства фінансів України від 11 жовтня 2010 року № 1265, зареєстрованої в Міністерстві юстиції України 01 листопада 2010 року за № 1018/18313, що додаються. 2. Департаменту державного бюджету Міністерства фінансів України забезпечити оприлюднення цього наказу в установленому порядку. 3. Цей наказ набирає чинності з дня його офіційного опублікування. 4. Контроль за виконанням цього наказу покласти на заступника Міністра фінансів України відповідно до розподілу обов’язків. **ЗАТВЕРДЖЕНО** Наказ Міністерства фінансів України (дата) № (номер) **ЗМІНИ** до Інструкції щодо підготовки бюджетної пропозиції 1. У розділі І: 1. Пункт 1.2 викласти в такій редакції: “1.2. У цій Інструкції терміни вживаються у значеннях, наведених у Бюджетному кодексі України, Законі України “Про Державний бюджет України” на відповідний рік, Положенні про Міністерство фінансів України, затвердженому постановою Кабінету Міністрів України від 20 серпня 2014 року № 375, та інших нормативно-правових актах.”. 2. Пункт 1.4 виключити. У зв’язку з цим пункти 1.5 – 1.10 вважати відповідно пунктами 1.4 – 1.9. 3. В абзаці першому пункту 1.4 (після змін) слова “головними розпорядниками бюджетних коштів (далі – головні розпорядники)” замінити словами “головними розпорядниками бюджетних коштів, відповідальними виконавцями бюджетних програм (далі – головні розпорядники)”. 4. В абзаці другому пункту 1.4 (після змін): слова “розпорядниками бюджетних коштів нижчого рівня (далі – розпорядники нижчого рівня)” замінити словами “розпорядниками бюджетних коштів нижчого рівня, одержувачами бюджетних коштів (далі – розпорядники нижчого рівня)”; слова “головним розпорядником” замінити словами “головним розпорядником (відповідальним виконавцем бюджетної програми)”. 5. Пункт 1.5 (після змін) викласти в такій редакції: “1.5. Бюджетна пропозиція подається головним розпорядником за встановленою формою згідно з додатками 1 – 11 до цієї Інструкції та містить обґрунтування необхідності видатків/надання кредитів з бюджету на наступний бюджетний рік та на плановий період, розрахунки за кожним кодом економічної класифікації видатків / кодом класифікації кредитування бюджету, деталізацію за кожним заходом, передбаченим у бюджетній програмі, та інформацію, необхідну для аналізу показників проекту Державного бюджету України.”. 6. У пункті 1.6 (після змін) слова “додатками 1 – 9” замінити словами “додатками 1 – 11”. 7. Пункт 1.7 (після змін) викласти в такій редакції: “1.7. Головні розпорядники забезпечують своєчасність подання, достовірність та повноту інформації, що міститься у бюджетній пропозиції, та несуть відповідальність за якість її підготовки.”. 2. У розділі ІІ: 1. В абзаці третьому пункту 2.1 слова “інформації про хід виконання бюджету поточного бюджетного періоду” замінити словами “інформації про виконання бюджету у поточному бюджетному періоді (помісячно)”. 2. Пункт 2.2 викласти в такій редакції: “2.2. З метою чіткого визначення пріоритетів бюджетної політики головні розпорядники під час формування бюджетної пропозиції здійснюють розподіл видатків таким чином: видатки, які забезпечують виконання пріоритетних завдань (забезпечення виконання основних функцій та/або досягнення цілей державної політики у відповідній сфері); видатки, які забезпечують виконання інших завдань.”. 3. У пункті 2.4: в абзаці першому слова “існуючих та нових” виключити; доповнити пункт після абзацу першого новим абзацом такого змісту: “Окремо надаються обґрунтування щодо збільшення потреби в бюджетних коштах на реалізацію нових завдань та/або заходів.”. У зв’язку з цим абзаци другий – п’ятий вважати відповідно абзацами третім – шостим. 4. В абзаці третьому (після змін) слова “нормативно-правовими актами” замінити словами “актами законодавства”. 5. Абзац четвертий (після змін) викласти в такій редакції: “Кількісні та якісні показники діяльності головного розпорядника повинні містити інформацію про обсяг наданих послуг, обсяг виробленої продукції, кількість споживачів, яким надаються послуги, тощо.”. 6. В абзаці п’ятому (після змін) слова “результативних показників бюджетної програми” замінити словами “показників результату бюджетної програми”. 7. Доповнити розділ новим пунктом 2.5 такого змісту: “2.5. Під час формування бюджетної пропозиції головні розпорядники забезпечують дотримання положень частини сьомої статті 20 Бюджетного кодексу України.”. 3. У розділі ІІІ: 1. Ротація посадових осіб проводиться з метою забезпечення ефективної діяльності митних органів, запобігання корупційним проявам та зловживанням під час виконання посадових обов’язків, підвищення професійної компетентності посадових осіб. 3. The draft order on the rotation of an official shall be prepared by the personnel service of the customs authority on the basis of a submission from the head of the structural unit of that authority in which the official works, or on the initiative of the head of the customs authority.
