Resolution of the Cabinet of Ministers of Ukraine dated October 15, 2024
The Cabinet of Ministers of Ukraine adopted a resolution that provides for the reorganization of the Institute of Public Administration and Scientific Research in Civil Protection through its merger with the National University of Civil Protection of Ukraine. Students of the Institute will be able to continue their studies at the new institution in their chosen specialties. Changes have also been made to the procedure for training management personnel in the field of civil protection, in particular, the name of the Institute has been changed to the National University of Civil Protection of Ukraine.
Resolution on the Disposal of Missiles, Ammunition, and Explosive Substances
The Cabinet of Ministers of Ukraine amended the Procedure for the Disposal of Missiles, Ammunition, and Explosive Substances, approved in 2006. The main changes involve expanding the definition of disposed ammunition to include new types of ammunition and explosive items. New procedures for financing disposal from budget funds, investments, and international assistance have been established, as well as the procedure for keeping records of explosive items.
Rules of Anti-Terrorism Security
The Cabinet of Ministers of Ukraine approved the Rules of Anti-Terrorism Security, which define the mechanism and requirements for objects that may become targets of terrorist attacks. The Rules regulate the identification of such objects, the system for ensuring anti-terrorism protection, and the mandatory creation of anti-terrorism protection passports. Owners and managers of objects are required to organize training, control access, respond to threats, and ensure the monitoring of anti-terrorism security.

On the Reorganization of the Institute of Public Administration and Scientific Research in Civil Protection
The Cabinet of Ministers of Ukraine adopted a resolution dated October 15, 2024, which provides for the reorganization of the Institute of Public Administration and Scientific Research in Civil Protection by merging it with the National University of Civil Protection of Ukraine. According to the resolution, students of the Institute will continue their studies in the new institution in their chosen specialties. Changes have also been made to the training procedures for the managerial staff in the field of civil protection, specifically renaming the Institute to the National University of Civil Protection of Ukraine. Furthermore, several previous resolutions of the Cabinet of Ministers of Ukraine have been declared invalid.
On Amendments to the Procedure for the Disposal of Missiles, Ammunition, and Explosive Substances
The Cabinet of Ministers of Ukraine has amended the Procedure for the Disposal of Missiles, Ammunition, and Explosive Substances, which was approved back in 2006. The main changes concern the expansion of the definition of disposed ammunition, including new types of ammunition and explosive items that can be disposed of. New financing procedures for disposal have been established, including funding from the state budget, investments, and international assistance. It has also been defined that disposal may be carried out by military units using mobile complexes. Attention has been given to the preparation of ammunition for disposal, as well as methods of disposal, which may include incineration and melting. A procedure for keeping records of explosive items and procedures for approving lists of ammunition for disposal has been established.
On the Approval of Anti-Terrorist Security Rules
By the resolution of the Cabinet of Ministers of Ukraine, the Anti-Terrorist Security Rules have been approved, which define the mechanisms and requirements for objects that may become targets of terrorist attacks. The rules regulate the identification of such objects, including determining their category based on anticipated losses, and establish a system for ensuring anti-terrorist protection.
The main provisions include the mandatory provision of anti-terrorist protection for all real estate objects, specifically identifying responsible persons for ensuring security, mandating the creation of anti-terrorist security passports, and conducting regular monitoring. The rules also detail the measures that owners and managers of the objects must take to prevent terrorist threats, including organizing training exercises, controlling access, and responding to threats.
The anti-terrorist security passport must contain detailed information about the object, its personnel, forecasts of terrorist threats, and security measures. Additionally, the rules define liability for non-compliance with the specified requirements.[:]
