On the Accounting Price of Banking Metals

This is a daily notification by the National Bank of Ukraine on establishing accounting prices for banking metals (gold, silver, platinum, and palladium).

The document structure is simple – a table indicating metal codes (numeric and literal), measurement unit (troy ounce), and accounting price in hryvnias for each metal as of April 3, 2025.

Key provisions:
– Price established per 1 troy ounce of each metal
– Gold valued at 128,978.02 UAH
– Silver – 1,397.85 UAH
– Platinum – 40,546.89 UAH
– Palladium – 40,837.76 UAH
– NBU does not undertake obligations to buy or sell metals at the specified prices

These prices are used by banks for accounting of banking metal operations and normative calculations.

On the Official Exchange Rate of Hryvnia to Foreign Currencies

This is an official notification by the National Bank of Ukraine establishing foreign currency exchange rates against the hryvnia as of April 3, 2025.

Certain Issues of the Management Board of Joint Stock Company “Ukrainian Railways”

This is an order of the Cabinet of Ministers of Ukraine regulating changes in the management board of JSC “Ukrainian Railways”. The document terminates the powers of four board members and appoints five new members with various terms of office.

The essence of the order is to attract a loan from the European Investment Bank for 100 million euros to restore water supply and sewerage systems in Ukraine. Funds will be provided through a sub-lending mechanism to local authorities and utility enterprises at 0.01% per annum.

The essence of the changes is to expand opportunities in selecting independent members of state bank supervisory boards. Now candidates who were submitted for a position in one state bank can be considered as candidates for another state bank without undergoing a repeated selection procedure.

Structurally, the resolution amends two procedures:
1. Procedure for competitive selection of a personnel recruitment company (No. 159)
2. Procedure for determining candidates for independent supervisory board member positions in state banks (No. 267)

Key innovations:
– The competition commission gains the right to consider candidates selected for one state bank as potential supervisory board members of another state bank
– A mandatory condition for such “cross-review” is the candidate’s compliance with the profile of the vacant position in another bank
– This simplifies the supervisory board formation procedure and allows more efficient use of a pool of qualified candidates who have already passed preliminary selection

On Declaring Certain Acts of the Cabinet of Ministers of Ukraine as Invalid

This resolution cancels a number of normative acts related to the rating assessment system in Ukraine. The main subject of cancellation is documents concerning the national rating scale and the concept of evaluating regions, economic sectors, and economic entities.

Structurally, the resolution consists of two points and an appendix with a list of acts losing their validity. In total, 4 normative acts adopted between 2004-2012 are being canceled. The resolution takes effect from January 1, 2026.

Key acts being canceled:
– Concept of creating a rating assessment system for regions, sectors, and economic entities from 2004

– Certain points of amendments to acts regarding state target programs and other CMU acts from 2006 and 2012

On the Possibility of Ensuring the Ministry of Digital Transformation’s Functions and Powers

This CMU order concerns coordinating the possibility of the Ministry of Digital Transformation performing functions in the field of gambling and lottery regulation. In essence, the government confirms the ministry’s ability to execute powers that were assigned to it by a previous CMU resolution dated 14.02.2025.

The document’s structure is simple – it is a single-point order that references the previous CMU Resolution No. 159 from 14.02.2025, which granted the Ministry of Digital Transformation powers in the gambling and lottery sphere.

The key point is that this act completes the formal procedure of transferring powers for gambling and lottery regulation to the Ministry of Digital Transformation. On Amendments to the Order of the Central Directorate of the Security Service of Ukraine dated February 5, 2025 No. 35

This SBU order introduces technical changes to the previous order regarding the organization of food supply for the Security Service of Ukraine. The changes concern punctuation and the exclusion of one instruction point.

Structurally, the order consists of three points: the first defines specific changes, the second establishes the registration procedure, and the third determines the moment of entry into force. The changes involve adding a comma after the words “representative of the customer” and excluding point 5 from the previous version.

The most important aspect for practical application is that the order excludes point 5 from the previous instruction, which may alter the procedure for interaction with economic entities in organizing SBU food supply. It is also important to note that the order takes effect from the day of its official publication.
