The Cabinet of Ministers of Ukraine adopted Resolution No. 1143 on October 4, 2024, which approved the requirements for the algorithm and criteria for forming a unique group identifier. This decision was made based on paragraph 234.3 of Article 234 of the Tax Code of Ukraine.

Main provisions of the resolution:

  1. The requirements for the algorithm and criteria for forming a unique group identifier have been approved, which are attached to the resolution.

  2. It has been established that during the testing phase of the software of the Electronic System for the circulation of alcoholic beverages, tobacco products, and liquids for electronic cigarettes, economic operators participating in the testing shall form unique group identifiers in accordance with the approved requirements. This is done using the software tools of the Electronic System, the operators’ own software solutions, or software solutions provided by the Ministry of Digital Transformation.

  3. The resolution comes into effect on the day of its publication, except for paragraph 1, which will take effect on January 1, 2026.

Appendix to the resolution: Requirements for the algorithm and criteria for forming a unique group identifier

These requirements establish the rules for forming a unique group identifier for groups of goods (products) subject to labeling, with the aim of ensuring electronic traceability of such goods.

Key definitions:

  • Unique group identifier code — a unique alphanumeric sequence formed in accordance with the specified requirements, consisting of a maximum of 100 characters, which is applied to the group transport packaging in the form of a graphic element.

  • Structure of the unique group identifier — data elements and sequences that ensure the identification of unique identifiers of electronic excise stamps that are part of the created unique group identifier or existing unique group identifiers of a lower level.

  • The terms “Electronic circulation system”, “economic operator”, “excise electronic document”, “electronic excise stamp”, “unique group identifier”, “unique identifier”, “economic operator identifier code”, “economic operator object code”, and others are used in the meanings provided in the relevant laws and regulatory acts.

Main provisions of the requirements:

  1. The purpose of forming a unique group identifier — to group goods subject to labeling according to established rules to ensure electronic traceability.

  2. Composition of the unique group identifier:

    • A code that is applied to the group transport packaging.
    • A structure containing the necessary data for identifying the content.
  3. Criteria for formation:

    • The ability to determine the list of all unique identifiers of individual packages that are part of the group.
    • The possibility of including unique group identifiers of lower levels (no more than 9 levels).
  4. Elements of the structure of the unique group identifier:

    • Economic operator identifier code.
    • Grouping level code (from 1 to 9).
    • Type of grouping (1 – unique identifiers only, 2 – lower level group identifiers only, 3 – combined).
    • Economic operator object code or country of packaging code.
    • Date and time of grouping (in the format YYMMDDHH).
    • A list of unique identifiers or codes of lower level group identifiers.
    • Other data at the discretion of the economic operator.
  5. The process of forming a unique group identifier can be carried out using the software tools of the Electronic System or the economic operator’s own software solutions. Operators are obliged to enter the generated identifiers into the Electronic System.

  6. The conditions for forming the identifier are considered fulfilled from the moment it is generated by the software tools or accepted by the Electronic System from the economic operator.

  7. Format of the unique group identifier code generated by the software tools of the Electronic System:

    XXXXLTOOOYYMMDDHHEMx(804)OTHER, where:

    • XXXX – economic operator identifier code.
    • L – grouping level code (1-9).
    • T – type of grouping (1-3).
    • OOO – object code or country of packaging code.
    • YYMMDDHH – date and time of grouping.
    • EMx – a unique code generated using the SHA-1 hash function and transformed according to the Base64 specification.
    • (804) – separator for additional data.
    • OTHER – additional data at the discretion of the operator.
  8. Requirements for codes generated by the economic operators’ own software solutions must comply with the standards ISO/IEC 15459-1:2014 or ISO/IEC 15459-4:2014.

  9. Status of the unique group identifier:

    • “Generated” – assigned after generation or receipt of data in the Electronic System.
    • “Deactivated” – may be assigned at the initiative of the operator or automatically upon certain events (re-grouping, de-grouping, sale of goods, etc.).
  10. The use of unique group identifiers by other operators is possible provided that the goods have not been re-grouped.

  11. In the event of re-grouping, operators are obliged to form new unique group identifiers and enter the relevant information into the Electronic System.

  12. Requirements for applying the graphic element of the code to the group transport packaging:

    • Data Matrix GS1 matrix barcode with specific technical characteristics or Code 128 barcode, suitable for reading.
    • Together with the graphic element, the inscription “UGI” and the unique group identifier code itself are applied.

Practical significance of the resolution:

This resolution establishes clear rules and requirements for economic operators regarding the formation and use of unique group identifiers. This will contribute to transparency and effective control over the circulation of excise goods, ensure their electronic traceability, and aid in combating the illegal circulation of alcohol, tobacco products, and liquids for electronic cigarettes.
