Review of Ukrainian legislation for 16/02/2025

The Verkhovna Rada adopted as a basis draft law No. 11181-1 on strengthening criminal liability for violations in the field of drug development and testing. The changes will relate to preclinical research, clinical trials, and the procedure for drug market admission.

The Parliament supported in the first reading draft law No. 12373 regarding mechanisms for managing and writing off military property. The document provides for updating procedures for working with military property.

Draft law No. 12374-d was adopted as a basis, aimed at strengthening the capabilities of ARMA and improving mechanisms for managing arrested assets. The document is intended to improve the agency’s work on identifying and managing assets obtained from corruption crimes.

The Verkhovna Rada supported in the first reading draft law No. 12306 on factoring, which is meant to regulate relations in the field of factoring operations.

Draft resolution No. 12412 on establishing a National Day of Prayer was included in the session’s agenda.

Draft law No. 12260 on credit history was sent for public discussion through publication in the “Holos Ukrainy” newspaper. After collecting proposals from the public, the document will be refined for a repeated first reading.

Draft law No. 12117 on improving the functioning of industrial parks was adopted as a basis. The document is intended to update the rules for creating and operating industrial parks.

The Parliament supported in the first reading the government draft law No. 12353 on regulating mandatory population evacuation. The document is meant to define evacuation mechanisms.

On Adoption of the Draft Law of Ukraine on Amendments to the Criminal Code of Ukraine Regarding Improvement of Liability for Violation of the Established Procedure for Pre-Clinical Study, Clinical Trials, and Market Authorization of Medicinal Products

This is a resolution on adopting a draft law as a basis, which strengthens criminal liability for violations of drug development and testing rules. Draft Law No. 11181-1 proposes amendments to the Criminal Code of Ukraine regarding violations in pre-clinical research, clinical trials, and the procedure for market authorization of medicinal products.

Structure:
The resolution consists of two points:
1. Adoption of the draft law as a basis
2. Instruction to the relevant committee to finalize the draft law for the second reading, taking into account amendments, with the deadline for submitting amendments extended by 50%
