Review of Ukrainian legislation for 28/01/2025

Regarding the Return of Deported Children:

A new mechanism for identifying and returning deported children has been approved with three assistance packages – short-term (up to 3 months), medium-term (3-6 months), and long-term (6-18 months). Interdepartmental support teams are being created to coordinate assistance. The procedure for financing measures from state and local budgets has been determined.

Regarding Power Generating Installations:

The procedure for installing gas piston, gas turbine installations, and generators from 1 MW for critical infrastructure has been simplified. Construction is allowed without standard permit documents, with a 24-month period after completion for documentation processing. The possibility of placing installations on technical fleet vessels has been added.

Regarding Veterans Support:

A new procedure for using budget funds for veterans has been approved across 8 directions, including psychological assistance, professional adaptation, and sports activities. Clear tariffs for psychological assistance and reward amounts for sports achievements have been established. The use of funds for intermediary services is prohibited.

Regarding Vehicles:

Procedures for obtaining driver’s licenses and vehicle registration have been updated. The possibility of temporary vehicle deregistration when not participating in road traffic has been introduced. Terminology regarding place of residence and document delivery has been changed.

Regarding the “Army+” Portal:

Starting January 24, 2025, daily reporting of combat task completion through the portal becomes mandatory. The Ministry of Defense and Ministry of Internal Affairs will be responsible for coordinating this process. The portal’s functionality for report processing has been expanded.

Regarding Healthcare Strategy:

The Healthcare System Development Strategy until 2030 and the operational plan for 2025-2027 have been approved. Key objectives include expanding access to quality medical care, ensuring financial protection for patients, and developing human resources.

Regarding Education Subventions:

The procedure for providing subventions for modernizing professional and pre-higher education institutions has been changed. Quotas are established: at least 30% for each type of institution. No more than 20% of the subvention can be spent on major repairs. A region can submit applications for 5 institutions.

Regarding Drinking Water:

Changes have been made to drinking water safety standards during martial law. When it is impossible to reduce trihalomethanes to ≤100 μg/l, only chloroform can be measured with a standard of ≤300 μg/l for 6 years.

ON THE ACCOUNTING PRICE OF BANKING METALS

This is a daily notification by the National Bank of Ukraine establishing accounting prices for banking metals (gold, silver, platinum, and palladium) as of 27.01.2025. The notification structure includes a table with metal codes (numeric and literal), measurement unit (troy ounce), and accounting price for each metal in hryvnias. Prices are set as follows: gold – 116,478.96 UAH, silver – 1,294.94 UAH, platinum – 39,974.10 UAH, palladium – 42,160.50 UAH per troy ounce.

It is important to note that these prices are reference prices, and the NBU does not undertake obligations to conduct buy/sell operations of banking metals at these prices. These indicators are used for accounting, customs valuation, and other official purposes.

ON THE OFFICIAL EXCHANGE RATE OF HRYVNIA TO FOREIGN CURRENCIES

This is a daily notification by the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 27.01.2025. The document has a tabular structure and contains information about numeric and literal currency codes, number of currency units, full currency name, and official exchange rate. Rates are established for accounting purposes and NBU operations with the State Treasury Service of Ukraine.

Key exchange rates for major currencies: US dollar – 41.9253 UAH, euro – 43.9168 UAH, pound sterling – 52.0251 UAH. It should be noted that the established rates do not imply NBU obligations to buy or sell currencies at these rates.

ON APPOINTMENT OF O. KURYSHKO AS PERMANENT REPRESENTATIVE OF THE PRESIDENT OF UKRAINE IN THE AUTONOMOUS REPUBLIC OF CRIMEA

The decree concerns the personnel appointment to the position of Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea. Olha Mykolaivna Kuryshko is appointed to this position.

Key provisions:

On Approving the Procedure for Using Funds Provided in the State Budget for Implementing Measures to Support and Assist War Veterans, Their Family Members, and Families of the Fallen, and Recognizing Some Resolutions of the Cabinet of Ministers of Ukraine as InvalidResolution on Approval of the Procedure for Using Budget Funds to Support War Veterans, Their Family Members, and Families of Fallen Soldiers

The resolution amends two important documents in the field of vehicles – the Regulation on Driver’s License Issuance and the Procedure for Vehicle Registration. The main changes relate to clarifying terminology regarding place of residence – now using the formulation “declared or registered place of residence (stay) in the territory of Ukraine”. The document delivery procedure is also updated – replacing “designated postal service operator or courier” with simply “postal service operator”.

Structurally, the changes consist of two parts: 1) supplementing the main resolution with a new point on coordinating report submission through the ‘Army+’ portal; 2) amending the Portal Regulations to expand its functional capabilities.
