Changes Regarding Military Service in the State Protection Department
Comprehensive changes have been made to the procedure for service in the State Protection Department. The assignment of military ranks has been detailed, the procedure for temporary duty performance has been modified, and the list of leaves has been expanded. Under martial law, the appointment of sergeants to officer positions has been simplified with a subsequent requirement to obtain higher education.
Changes Regarding Military Service for Conditionally Early Released Individuals
A procedure has been established for accepting individuals who are conditionally early released from places of imprisonment into military service. Mandatory medical examination and psychological selection are provided for. The procedure for accompanying such individuals by the National Guard and interaction between penitentiary institutions and military units has been defined.
Certification of Pedagogical Workers
The procedure for voluntary certification of educators has been updated, which is conducted in three stages: testing, self-assessment, and practical experience study. During the martial law period, a limit of 5,000 participants annually has been set. The certificate is valid for 3 years and is counted as passing attestation.
State Register of Agricultural Machinery Certificates
The procedure for maintaining a register of type approval certificates for agricultural machinery has been approved. The Ministry of Agrarian Policy is the owner and administrator of the register. Access to information is open and free of charge through the ministry’s website. Use of data by entities associated with the aggressor state is prohibited.

Opportunities for involving foreign contractors in military equipment development have been expanded. Requirements for contracts with foreign partners, the need for special permits and certificates have been established. This is a daily notification by the National Bank of Ukraine establishing accounting prices for banking metals (gold, silver, platinum, and palladium) as of January 17, 2025. The document sets accounting prices per troy ounce for each of the four banking metals: gold – 114,059.56 UAH, silver – 1,289.46 UAH, platinum – 39,698.19 UAH, palladium – 40,353.98 UAH. It is important to note that these prices are reference and do not create obligations for the NBU to buy or sell banking metals at the specified prices. Such quotations are used by banks and financial institutions for accounting of banking metal operations and calculating the value of banking metals.
On the Official Exchange Rate of Hryvnia to Foreign Currencies
This is a daily notification by the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 17.01.2025. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US dollar – 42.1729 UAH, euro – 43.3200 UAH, pound sterling – 51.4341 UAH. Key is the note that these rates are intended for accounting, NBU operations with the State Treasury Service of Ukraine, and other cases defined by law. The NBU does not undertake obligations to buy or sell currencies at these rates.
On Amendments to Annex No. 5 to the Decree of the President of Ukraine dated May 5, 2020 No. 166/2020
The decree amends the list of senior officer positions approved in 2020.
