Changes Regarding Military Service and Defense:

– Simplified the procedure for appointing individuals without higher education to officer positions in the State Guard Service during martial law, updated leave rules and temporary duty assignment procedures.

– Approved the procedure for recruiting to military service conditionally early released persons from places of imprisonment, including medical examination, psychological selection, and escort by the National Guard.

– Expanded opportunities for involving foreign manufacturers in military equipment development – allowed to conduct tests abroad and combine modernization with repair.

Changes in Public Administration:

– Expanded the scope of the Verkhovna Rada Committee on Digital Transformation, added areas of artificial intelligence, cybersecurity, and orbital economy.

– Renamed the Ministry of Culture and Information Policy to the Ministry of Culture and Strategic Communications.

– Increased the maximum number of employees in foreign diplomatic missions: to 1,619 persons from July 2025, 1,748 from 2026, and 1,794 from 2027.

Education and Science:

– Updated the procedure for voluntary certification of educators – established a limit of 5,000 participants annually during martial law, with the certificate valid for 3 years.

– Modified the state attestation procedure for scientific institutions – clarified evaluation criteria and classification of institutions into groups A-D.

On the Accounting Price of Banking Metals

This is a daily notification from the National Bank of Ukraine establishing accounting prices for banking metals (gold, silver, platinum, and palladium) as of January 17, 2025. The document sets accounting prices per troy ounce for each of the four banking metals: gold – 114,059.56 UAH, silver – 1,289.46 UAH, platinum – 39,698.19 UAH, palladium – 40,353.98 UAH. It is important to note that these prices are reference and do not create obligations for the NBU to buy or sell banking metals at the specified prices. Such quotations are used by banks and financial institutions for accounting and valuation of banking metals.

On the Official Exchange Rate of Hryvnia to Foreign Currencies

This is a daily notification from the National Bank of Ukraine establishing the official exchange rate of hryvnia to 35 foreign currencies as of 17.01.2025. The document contains a table with currency rates, where for each currency its digital and literal code, number of units, full name, and official rate relative to hryvnia are indicated. Among the main currencies: US dollar – 42.1729 UAH, euro – 43.3200 UAH, pound sterling – 51.4341 UAH. Key provisions:
– Rates are used for accounting purposes
– Applied for NBU operations with the State Treasury Service of Ukraine
– NBU does not undertake obligations to buy or sell currencies at the specified rates

On Amendments to Annex No. 5 to the Decree of the President of Ukraine dated May 5, 2020 No. 166/2020

The decree amends the list of senior officer positions approved in 2020. Two positions are removed from the list: Director of the Department for Ensuring the Security of Officials and Other Persons and Director of the Department of Object Protection. Structurally, the decree consists of two points: the first defines specific changes, the second establishes the procedure for entry into force. The key point is that these positions will no longer be part of the list of positions that can be held by senior officers. This means a change in the status of these management positions in the law enforcement system.

On Amendments to the Regulation on Military Service by Contract for Citizens of Ukraine in the State Protection Department

The decree amends the Regulation on Military Service by Contract in the State Protection Department. The main changes concern the procedure for appointments, military rank assignments, leave provision, and service specifics during a special period.     The resolution introduces technical changes to three procedures for using budgetary funds, changing the name of the responsible ministry from ‘Ministry of Reintegration’ to ‘Ministry of Development’. Structurally, the resolution consists of three points, each introducing identical changes to different procedures related to: 1) social protection of persons deprived of freedom due to armed aggression and reintegration of population from occupied territories; 2) creation of systems and databases on reintegration issues; 3) protection of citizens’ rights in occupied territories and humanitarian assistance.

    The key point is the transfer of powers for managing the respective budgetary funds from the Ministry of Reintegration to the Ministry of Communities, Territories and Infrastructure of Ukraine, which is reflected in the replacement of the responsible agency’s name in all mentioned regulatory acts.

    On Accepting as a Basis the Draft Law of Ukraine on Amendments to the Law of Ukraine “On Enforcement Proceedings” Regarding State Support and Economic Recovery of the Rocket and Space Industry during Martial Law

    The resolution concerns accepting as a basis draft law No. 12271 on amendments to the Law of Ukraine ‘On Enforcement Proceedings’ regarding support for the rocket and space industry during martial law. Structurally, the resolution consists of two points: the first is about accepting the draft law as a basis, the second is instructing the relevant Committee to finalize the draft for the second reading.

    The key point is that the draft law aims to amend enforcement proceeding procedures to support rocket and space industry enterprises during martial law. This indicates the legislator’s intention to create special conditions for the recovery of a strategically important industry.

    On Accepting as a Basis the Draft Law of Ukraine on Amendments to the Law of Ukraine “On Judicial System and Status of Judges” Regarding the Change of Names of Local General Courts

    The resolution concerns accepting as a basis draft law No. 12351 on amendments to the Law of Ukraine ‘On Judicial System and Status of Judges’ regarding the change of names of local general courts. Structurally, the resolution consists of two points: the first is about accepting the draft law as a basis, the second is instructing the relevant Verkhovna Rada Committee to finalize the draft for the second reading, taking into account proposals and amendments.

    The key point is that the document is a procedural resolution that initiates the process of reviewing the draft law on renaming local general courts in parliament. The Committee on Legal Policy must prepare the draft law for the second reading, taking into account the conclusion from January 10, 2025.

    On Amendments to the Annex to the Resolution of the Verkhovna Rada of Ukraine “On the List, Quantitative Composition and Subjects of Jurisdiction of Committees

    Resolution on Amendments to the List of Matters of the Committee on Digital Transformation of the Verkhovna Rada of Ukraine

    The resolution introduces changes to the list of matters under the jurisdiction of the Committee on Digital Transformation of the Verkhovna Rada of Ukraine. The document essentially defines the areas overseen by this parliamentary committee. Structurally, the resolution consists of two points – the changes themselves and a provision on entry into force. The changes are made by presenting paragraph 23 of the appendix in a new version.

Structurally, the resolution consists of two points and an appendix containing the list of draft laws to be included in the agenda. The resolution takes effect from the moment of its adoption.

    The following draft laws are added to the agenda: changes to the names of local general courts; state support for the rocket and space industry during martial law (two alternative draft laws); restoration of solvency of state-owned enterprises in the energy sector. All draft laws are submitted by People’s Deputies of Ukraine.

    Certain Issues of Contracting Military Service during a Special Period and Martial Law for Ukrainian Citizens Conditionally Released from Serving Punishment

    The resolution regulates the procedure for contracting military service for persons conditionally released from imprisonment. The document establishes procedures for registering such persons for military service, undergoing medical examination, and professional-psychological selection.

    The resolution consists of 4 parts:
    1. Procedure for registering convicts for military service
    2. List of territorial recruitment centers
    3. Procedure for escorting released persons
    4. Procedure for interaction between relevant bodies

    Key provisions:
    – The convict must submit an application to serve in the military
    – Mandatory medical examination and professional-psychological selection
    – Escorting of released persons is carried out by the National Guard
    – Clearly defined procedure for interaction between penitentiary institutions, territorial recruitment centers, and military units

    Resolution on Signing the Cooperation Program in Education, Science, and Culture between the Cabinet of Ministers of Ukraine and the Government of the Republic of Austria for 2025-2030

    The order approves the draft Cooperation Program between Ukraine and Austria in the fields of education, science, and culture for 2025-2030. The document consists of two main points: approval of the draft Program and authorization of the Ambassador of Ukraine to Austria, Vasyl Kh.
