Analysis of Regulatory Acts
Regarding the improvement of the functioning of industrial parks
The amendments are aimed at optimizing the legal regime for the operation of industrial parks in Ukraine. Mechanisms for interaction between business entities and park management bodies have been clarified. New instruments have been introduced to simplify permit procedures for investors. Requirements for reporting and monitoring the intended use of land within such facilities have been updated.
Regarding the recruitment of foreigners to the National Guard of Ukraine
The Government has introduced an experimental project that establishes the procedure for accepting foreign citizens for military service in the National Guard under a contract. An algorithm for vetting individuals who have expressed a desire to serve has been established, and a list of positions accessible to foreigners has been defined. The document regulates the legal status of such persons while they perform their official duties.
Regarding amendments to the State Strategy for Regional Development
The adjustments to the strategy take into account current socio-economic challenges and the need to reorient regional policy toward infrastructure restoration. Success indicators for the implementation of strategic tasks have been updated in terms of individual regions and territorial communities. The focus has shifted to integrating measures for energy security and territorial resilience.
Regarding the separation of electricity production activities of the TSO
A decision has been adopted that ensures compliance with the requirements regarding unbundling in the energy sector. The Gas Transmission System Operator is obligated to legally and functionally separate assets related to the production of electrical energy. Clear timeframes have been set for completing the procedures for transferring the relevant assets and management rights over them.
Regarding compensation for destroyed property and insurance against war risks
The Government has amended the procedure for providing partial compensation to businesses affected by Russian aggression. The criteria for receiving funds for the restoration of damaged production facilities have been expanded. Additionally, the conditions for insuring assets against war risks have been clarified, which will allow business entities to engage additional capital protection mechanisms.
Regarding the ensuring of academic integrity
New requirements for the procedures of training and certification of scientific personnel have been introduced in order to improve the quality of the educational process. The act strengthens control over compliance with academic ethics standards in scientific papers. Responsibility for violations of integrity has been established, which will directly affect decisions regarding the awarding of scientific degrees.
Regarding the “Bila Tserkva – Sighetu Marmației” international border crossing point
The Government has officially approved the opening of a new international border crossing point on the border with Romania. The status of the facility and the primary tasks for developing the necessary infrastructure for conducting border and customs control have been determined. This step is intended to expand logistics capabilities and facilitate transit connections between the states.
