On Approval of Amendments to the Procedure for Recording and Analyzing the Causes of Catastrophes, Accidents, Traffic Accidents, and Fires in Road and Urban Electric Transport (Tram, Trolleybus)

This Order of the Ministry for Communities and Territories Development of Ukraine No. 898 dated May 12, 2026, introduces amendments to the Procedure for Maintaining Records and Analyzing the Causes of Disasters, Accidents, Traffic Accidents, and Fires in Automotive and Urban Electric Transport. The main purpose of the document is the digitalization of reporting and the updating of terminology in accordance with modern regulatory acts. The changes are aimed at transitioning from paper-based to electronic document management and clarifying the classification of transport-related incidents.

    **Structure and Key Amendments:**
The Order consists of a regulatory part and the “Amendments to the Procedure” themselves. Key changes include:
    * **Digitalization:** mandatory record-keeping in electronic form instead of paper.
    * **Terminological Synchronization:** the list of regulatory and legal acts upon which the Procedure relies has been updated, and outdated terms have been replaced (e.g., “mass media” replaced with “media”).
    * **Clarification of Classification:** the list of violations for urban electric transport (trams and trolleybuses) has been expanded; specifically, specific types of incidents have been added, such as a tram derailment or movement with open doors.
    * **Administration:** the name of the profile ministry has been changed from “Ministry of Infrastructure” to “Ministry of Development.”

    **Important Provisions for Practical Use:**
    1. **Transition to Electronic Format:** business entities are required to ensure the recording of incidents exclusively in electronic form, which simplifies reporting but requires appropriate technical support.
    2. **Expansion of the List of Violations:** for urban electric transport operators, the list of incidents subject to recording has been detailed (violations of lateral clearance, boarding/alighting outside of designated stops, etc.). This is important for internal safety systems and reporting to regulatory authorities.
    3. **Updating the Regulatory Framework:** when analyzing the causes of traffic accidents, it is now necessary to be guided by the updated list of regulatory acts, including the current versions of the Procedure for Recording Fires and the Procedure for Technical Investigation of Traffic Accidents.
