On the application of personal special economic and other restrictive measures (sanctions)

This decision of the National Security and Defense Council, enacted by Presidential Decree No. 502/2026, is an official instrument for the imposition of personal sanctions against a specified list of individuals and legal entities. The document is based on proposals by the Security Service of Ukraine and is aimed at implementing state sanctions policy. The decision mandates government bodies and the National Bank to ensure the implementation and monitoring of these restrictions, and the Ministry of Foreign Affairs to initiate the synchronization of sanctions with international partners.

    **Structure and Main Provisions:**
The decision consists of four points and two annexes containing the lists of sanctioned entities. The main part of the document defines the subjects to whom the restrictions apply and distributes responsibilities among authorities for their implementation. Compared to previous similar acts, this decision is part of an ongoing process of updating sanctions lists, where the key change is the updating of the list of persons subject to the Law of Ukraine “On Sanctions.”

    **Most Important Provisions:**
    1. **Personalization of Restrictions:** The document clearly distinguishes between individuals (Annex 1) and legal entities (Annex 2) to whom special economic and other sanctions apply.
    2. **Implementation Mechanism:** Assigning duties to the Cabinet of Ministers, the SBU, and the NBU guarantees that the sanctions will not remain declarative but will be implemented through tangible financial and administrative restrictions.
    3. **International Coordination:** The provision regarding informing the EU and the USA is critically important for ensuring the effectiveness of the sanctions, as it is aimed at creating a “domino effect” and preventing the circumvention of restrictions through the jurisdictions of other states.
