    On the distribution of a portion of budget appropriations provided to the Ministry of Finance in 2026 for the security and defense sector

    Cabinet of Ministers of Ukraine Order No. 640-r dated July 1, 2026, is aimed at the prompt allocation of budgetary funds earmarked in the reserve for the security and defense sector. The document specifies the exact funding amounts for five key agencies: the Main Directorate of Intelligence (HUR MOU), the Security Service of Ukraine (SSU), the State Security Administration (UDO), the Foreign Intelligence Service (SZR), and the State Service of Special Communications and Information Protection. The total volume of allocated funds exceeds 8.28 billion hryvnias. These resources are to be directed toward both consumption expenditures (specifically, monetary allowances and utility services) and development expenditures (procurement of armament, equipment, and intelligence assets).

    Structurally, the order consists of three clauses. The first clause establishes the total appropriation amounts for each agency under the respective budget programs. The second clause details the intended purpose of these funds, breaking them down by specific expenditure items (salaries, fuels and lubricants, armament, etc.). The third clause imposes an obligation on the Ministry of Finance to introduce the corresponding amendments to the state budget schedule. As this order concerns the allocation of reserve funds, it does not change the total volume of the budget, but merely specifies the directions for the use of appropriations already approved by the State Budget Law.

    For practical application, the provisions of Clause 2, which strictly limit the designated use of the allocated resources, are the most significant. For example, for the SSU, funding is provided for operational-combat missions and the payment of one-time monetary assistance in connection with the death of military personnel, whereas for the HUR and SZR, a significant portion of the funds is directed toward the development of intelligence systems. These figures serve as the legal basis for the subsequent funding of the respective budget programs and the execution of procurement provided for by this act.
