NSDC Decision (Budget Declaration 2027–2029)
The National Security and Defense Council (NSDC) has set a strategic benchmark for security and defense funding at a level of no less than 26% of GDP. The Cabinet of Ministers is mandated to account for these indicators when planning medium-term budget policy. Funding for the defense industry and social protection for military personnel have been identified as priorities.
CMU Resolution No. 809 (catering in educational institutions)
The Government has updated the rules for organizing catering, specifically for “kitchen factory” models. The use of additional premises for dining under martial law is permitted, provided that sanitary requirements are met. Responsibility for the condition of equipment and the performance of personnel is placed upon market operators.
CMU Resolution No. 806 (transfer of military personnel)
An experimental project has been expanded, allowing privates and sergeants to initiate transfers within the same corps of the Armed Forces of Ukraine via the “Diia” portal. Monthly quotas for such transfers have been established for brigades and battalions. Following a transfer, a six-month moratorium on subsequent changes of duty station applies to the military personnel.
Presidential Decree (2025 Deaflympic Games)
Personal monthly scholarships have been established for medalists of the XXV Summer Deaflympic Games and their coaches. Payments are differentiated based on the place occupied and take priority over other similar scholarships. The act ensures state financial support for athletes with hearing impairments.
Presidential Decree (military positions in state authorities)
The list of positions in the Office of the President, the NSDC, “Ukrinform,” and other institutions that may be held by military personnel without discharge from service has been expanded. This mechanism is valid only during the period of martial law and allows specialists to retain their military status. The changes are aimed at strengthening state administration with experienced personnel during wartime.
Order of the Ministry of Internal Affairs No. 405 (dactyloscopy)
The procedure for voluntary fingerprinting for military personnel and police officers for the purpose of identification has been approved. The data is stored in secure Ministry of Internal Affairs databases and is deleted upon discharge from service or at the individual’s request. The order prohibits any coercion when conducting dactyloscopy.
