On Certain Issues of Implementing an Experimental Project for the Procurement of Professional Development and Supervision Services for Pedagogical Staff of General Secondary Education Institutions

This Order of the Ministry of Education and Science No. 596 dated April 8, 2026, regulates the technical and procedural aspects of participation in the pilot project for the procurement of professional development and supervision services for teachers. The document establishes the rules for registration and operation within the state information system (vector.uied.gov.ua), which serves as the sole platform for interaction between educators, educational service providers, and supervisors. The Order defines the mechanisms for participant verification, data processing, and the procedure for submitting applications for participation in the project. It acts as an instrument for ensuring transparency and automation of professional development processes within the framework of the government-defined experiment.

    **Structure and Main Provisions:**
The Order consists of a regulatory section and two approved procedures:
    1. **Procedure for Registration:** defines the composition of subjects (educators, service providers, supervisors), user rights, and technical requirements for electronic accounts.
    2. **Procedure for Establishing Compliance:** regulates the criteria that professional development and supervision programs must meet to participate in the project.
Compared to previous general standards, this Order implements rigorous digitalization: mandatory identification via the ID.GOV.UA system, the use of electronic signatures, and automated interaction with registries (EDEBO, USR) through the “Trembita” system.

    **Key Provisions for Implementation:**
    * **Registration and Identification (cl. 7-8):** Participation is possible only through the creation of an electronic account on the official website. Identification is performed exclusively via qualified electronic signatures (QES) or the integrated ID.GOV.UA system.
    * **Data Verification (cl. 8-9):** Information regarding an educator is confirmed by the educational institution, while data on professional development providers is verified through automated interaction with state registries. This minimizes paper-based document flow.
    * **Deadlines and Procedures (cl. 9):** A clear 30-day period for the review of applications by the technical administrator is established. A mechanism for “leaving an application without movement” with the possibility of rectifying deficiencies is provided, which protects the rights of participants against unjustified rejections.
    * **Validity Period:** The Order is temporary and expires on December 31, 2026, which corresponds to the implementation period of the pilot project itself.
