This Decree is aimed at ensuring law and order and effective governance within the territory of the Vozdvyzhivka rural territorial community under the conditions of martial law. The document officially authorizes the creation of the Vozdvyzhivka rural military administration of the Polohy district, Zaporizhzhia region. The implementation of this decision is entrusted to the General Staff of the Armed Forces of Ukraine and the Zaporizhzhia Regional State Administration, which must ensure the organizational formalization of the new structure. The Decree enters into force from the moment of its official publication.
The structure of the act is concise and consists of three clauses. The first clause directly establishes the body, the second defines those responsible for the implementation of procedural measures in accordance with the Law of Ukraine “On the Legal Regime of Martial Law,” and the third establishes the effective date. The most important provision for practical application is the fact of the formation of the military administration, which automatically changes the governance system in the relevant territory. From the moment the Decree enters into force, the powers of the local council and its executive bodies are transferred to the head of the military administration, who is appointed by the President. This is a key legal mechanism that allows for the centralization of management and the prompt resolution of issues related to security, life support, and defense in a specific community.
