    On ensuring Ukraine’s membership in the Executive Council of the Organisation for the Prohibition of Chemical Weapons

    This Decree of the President of Ukraine regulates the representation of the state in the Executive Council of the Organisation for the Prohibition of Chemical Weapons (OPCW) for the 2026–2028 period. The second article mandates the Ministry of Foreign Affairs to formulate instructions for the delegation. The third article obliges the Cabinet of Ministers to ensure funding for the participation of representatives of state bodies in meetings. The fourth article repeals previous acts (from 2024 and 2025) that regulated this matter, ensuring the relevance of the delegation’s composition in accordance with the new time frame.

    **Important Provisions:**
    * **Personalization of Responsibility:** The Head of the Delegation (Ambassador of Ukraine to the Netherlands) is granted broad powers regarding the operational management of the delegation’s composition, allowing for a flexible response to the needs of meetings.
    * **Interagency Coordination:** The delegation includes specialists in chemical protection and international security, which ensures a comprehensive approach to fulfilling Ukraine’s obligations within the OPCW.
    * **Financial Support:** It is clearly defined that the expenses for the participation of representatives of executive authorities shall be borne by the State Budget, which is a mandatory requirement for the dispatch of civil servants abroad.
    * **Directives:** All actions of the delegation must be carried out exclusively on the basis of instructions approved by the Ministry of Foreign Affairs, which ensures a unified state position of Ukraine in the international arena.
