    On the Approval of Amendments to Certain Regulatory Legal Acts of the National Bank of Ukraine Regarding Cash Circulation

    This NBU Resolution No. 67 dated June 16, 2026, is aimed at strengthening control over cash transactions via payment terminals (PTKS) and integrating “financial inclusion banks” into the general system of cash operations.     ### Structure and Main Provisions
    The Resolution amends two key NBU regulatory acts:
    1. **Instruction on the Procedure for Organizing Cash Operations (Resolution No. 103):** this details the status of financial inclusion banks and fundamentally changes the rules for cash operations through terminals (Section VI).
    2. **Rules for Determining Payment Features and Exchanging Banknotes (Resolution No. 134):** technical amendments that extend the scope of the rules to financial inclusion banks.

    **Main changes compared to previous versions:**
    * **Financial inclusion banks:** officially included as subjects subordinate to the NBU’s rules for cash operations.
    * **Strengthening of authentication:** mandatory verification of the payer’s mobile phone number via a one-time password has been introduced for cash deposits via PTKS.
    * **Expansion of receipt requirements:** the list of mandatory receipt details has been significantly expanded (now it must include the payer’s phone number, authorization code, etc.).

    ### Most Important Provisions for Practical Use
    For professional practice, the following aspects are the most significant:

    * **Confirmation mechanism (clauses 124-1 – 124-5):** When depositing cash via a terminal, the payer is required to enter a phone number to which a one-time password will be sent to confirm the transaction. Without this step, the payment service provider is not authorized to process the transaction.
    * **Exceptions (clause 124-4):** The one-time password requirement **does not apply** to socially significant payments: payment of utility services, taxes, fines, transport tickets, telecommunications services (up to UAH 500/month), and card top-ups, provided that a PIN code is used or confirmation is made via a banking application.
    * **Prohibition of data masking:** Masking the payer’s phone number in receipts or system logs is prohibited.
    * **Data storage:** Information on transactions and receipts must be stored in accordance with the time limits defined by the law on financial monitoring (prevention of the legalization of proceeds obtained through criminal activities).
    * **Aggregated payments:** The right of payment service providers with the appropriate license to accept cash for utility services and mobile communications with subsequent transfer in consolidated amounts is clearly defined.
