    considered in the plenary session the issue of combining constitutional proceedings in the case based on the constitutional complaint of Sydorenko Dmytro Viktorovych regarding the compliance of the fifth paragraph of Article 7 of the Law of Ukraine “On the State Budget of Ukraine for 2024” with the Constitution of Ukraine (constitutionality), and in the case based on the constitutional complaint of Tsyhanenko Andrii Ivanovych regarding the compliance of the fifth paragraph of Article 7 of the Law of Ukraine “On the State Budget of Ukraine for 2024” with the Constitution of Ukraine (constitutionality).

    Having heard the judge-rapporteur Pervomaiskyi O.O. and having considered the materials of the case, the Grand Chamber of the Constitutional Court of Ukraine

    **established:**

    1. The Second Senate of the Constitutional Court of Ukraine by ruling of May 23, 2024, opened constitutional proceedings in the case based on the constitutional complaint of Sydorenko Dmytro Viktorovych regarding the compliance of the fifth paragraph of Article 7 of the Law of Ukraine “On the State Budget of Ukraine for 2024” with the Constitution of Ukraine (constitutionality).

    2. The First Senate of the Constitutional Court of Ukraine by ruling of May 29, 2024, opened constitutional proceedings in the case based on the constitutional complaint of Tsyhanenko Andrii Ivanovych regarding the compliance of the fifth paragraph of Article 7 of the Law of Ukraine “On the State Budget of Ukraine for 2024” with the Constitution of Ukraine (constitutionality).

    3. According to part three of Article 61 of the Law of Ukraine “On the Constitutional Court of Ukraine,” the Grand Chamber of the Constitutional Court of Ukraine decides on combining constitutional proceedings in cases initiated based on constitutional complaints regarding the same issue or interconnected issues, if the proceedings have been opened in different Senates of the Court.

    Taking into account that the constitutional proceedings in the cases based on the constitutional complaints of Sydorenko D.V. and Tsyhanenko A.I. concern the same issue, the Grand Chamber of the Constitutional Court of Ukraine considers it necessary to combine them into one constitutional proceeding.

    Considering the above and being guided by Article 61 of the Law of Ukraine “On the Constitutional Court of Ukraine,” the Grand Chamber of the Constitutional Court of Ukraine

    **rules:**

    1. To combine constitutional proceedings in the case based on the constitutional complaint of Sydorenko Dmytro Viktorovych regarding the compliance of the fifth paragraph of Article 7 of the Law of Ukraine “On the State Budget of Ukraine for 2024” with the Constitution of Ukraine (constitutionality), and in the case based on the constitutional complaint of Tsyhanenko Andrii Ivanovych regarding the compliance of the fifth paragraph of Article 7 of the Law of Ukraine “On the State Budget of Ukraine for 2024” with the Constitution of Ukraine (constitutionality), into one constitutional proceeding.

    2. To transfer the case on constitutional complaint of Sydorenko Dmytro Viktorovych and Tsyhanenko Andrii Ivanovych to the Second Senate of the Constitutional Court of Ukraine.

    3. To appoint Judge of the Constitutional Court of Ukraine Pervomaiskyi Oleh Olexandrovych as the judge-rapporteur in this case.
