The decision of the National Security and Defense Council of Ukraine, enacted by this Presidential Decree, concerns the application of personal special economic and other restrictive measures (sanctions). The Decree enacts the decision of the National Security and Defense Council of Ukraine, without disclosing specific details regarding the individuals or organizations to whom the sanctions are applied, as well as their nature.
The structure of the Decree consists of three clauses: enactment of the decision of the National Security and Defense Council of Ukraine, assignment of control over the implementation of the decision to the Secretary of the National Security and Defense Council of Ukraine, and determination of the date of entry into force of the Decree.
The most important provision is the very fact of enacting the decision of the National Security and Defense Council of Ukraine on sanctions, as this creates legal consequences for the persons specified in the annex to the decision of the National Security and Defense Council of Ukraine (which is not provided).
