1. Decree of the President of Ukraine No. 737/2024
By the decree of the President of Ukraine, changes have been made to the previous decree dated May 29, 2020, concerning the Council of Experts on Energy Security. Oleksandr Valeriyovych Lytvynenko is appointed as the head of this Council. The decree takes effect upon its publication.
2. Decree of the President of Ukraine on Scholarships for Athletes
The decree of the President of Ukraine introduces amendments to the Regulation on Presidential Scholarships for Outstanding Athletes with Disabilities. In particular, in paragraph 4, the words “from nosologies” are replaced with “persons with disabilities.” This change aims to clarify the category of individuals eligible for scholarships.
3. Resolution of the Cabinet of Ministers of Ukraine on Material Reserves
The resolution approves the Procedure for the creation, maintenance, storage, and use of material reserves for the construction of military engineering and fortification structures. The reserve is created and replenished from budget allocations and voluntary donations, while the release of materials is carried out solely for defense purposes.
4. Resolution of the Cabinet of Ministers of Ukraine regarding the Ministry of Culture
The resolution adopts changes to acts related to the activities of the Ministry of Culture and Strategic Communications. In documents where the Ministry of Culture and Information Policy was previously mentioned, its name is replaced with the abbreviation MKSK to harmonize terminology in legislation.
5. Resolution of the Cabinet of Ministers of Ukraine on Educational Management
The Cabinet of Ministers has amended the Regulation on the program-hardware complex “Automated Information Complex for Educational Management.” The changes include clarifications of terms and the automation of the management of educational institutions, as well as the establishment of new information security requirements.
6. Resolution of the Cabinet of Ministers of Ukraine on Subventions
Amendments have been made to the procedure for providing subventions from the state budget to local budgets for the establishment of training and practical centers for modern vocational education. Co-financing from local budgets is permitted for the full implementation of projects.
7. Order of the Ministry of Internal Affairs of Ukraine No. 637
The order introduces changes to the previously approved order concerning the functional subsystem “Unified Register of Weapons.” The main changes include clarifications of terms and additions regulating the circulation of weapons and information procedures.
8. Order of the Ministry of Defense of Ukraine No. 536
The order approves the Procedure for providing funds in foreign currency for military personnel during official trips abroad. Expenses are covered from budget funds, and control over financial expenditures is carried out by the Ministry of Defense.

On the Accounting Price of Banking Metals
The National Bank of Ukraine has published the accounting prices for banking metals as of October 29, 2024. According to the announcement, the accounting price of gold amounted to 112,966.34 hryvnias per troy ounce, silver – 1,386.95 hryvnias, platinum – 42,361.60 hryvnias, and palladium – 49,897.16 hryvnias. It is important to note that the prices are stated without any obligation on the part of the National Bank to buy or sell these metals at the indicated prices.
On the Official Exchange Rate of the Hryvnia Against Foreign Currencies
The National Bank of Ukraine has published the official exchange rate of the hryvnia against foreign currencies as of October 29, 2024. The document lists rates for 30 currencies, including the US dollar, euro, pound sterling, and others. The exchange rate of the hryvnia against the US dollar is 41.3292, while against the euro it is 44.6975. The currency rates are used for accounting purposes and NBU operations but do not obligate the bank to buy or sell currencies at these rates.
On Amending the Decree of the President of Ukraine Dated May 29, 2020, No. 206/2020
By the Decree of the President of Ukraine dated October 25, 2024, No. 737/2024, amendments are made to the previous decree dated May 29, 2020, No. 206/2020, concerning the Council of Experts on Energy Security. In particular, Oleksandr Valeriyovych Lytvynenko is appointed as the head of this Council, replacing the previous leader. The decree takes effect from the moment of its publication.
On the Issues of the Interagency Commission on Military-Technical Cooperation and Export Control
By the decree of the President of Ukraine, Ivan Yuriyovych Havryliuk is appointed as the head of the Interagency Commission on Military-Technical Cooperation and Export Control, relieving I. Fomenko of this position. The chairman of the commission is given a two-week period to submit proposals regarding its personnel composition. The previous decree dated October 9, 2023, is recognized as invalid. The decree takes effect from the day of its publication.
On Amending Item 4 of the Regulation on Presidential Scholarships for Outstanding Athletes in Paralympic and Deaflympic Sports and Their Coaches
The decree of the President of Ukraine amends item 4 of the Regulation on Presidential Scholarships for Outstanding Athletes in Paralympic and Deaflympic Sports and Their Coaches. In particular, in the first paragraph of item 4, the words “from pathologies” are replaced with “persons with disabilities.” This amendment aims to clarify the wording regarding the category of individuals who may receive scholarships. The decree takes effect from the day of its publication.
On Approving the Procedure for the Creation, Maintenance, Storage, and Use of Material Reserves for the Construction of Military Engineering and Fortification Structures
By the resolution of the Cabinet of Ministers of Ukraine dated October 25, 2024, the Procedure for the Creation, Maintenance, Storage, and Use of Material Reserves for the Construction of Military Engineering and Fortification Structures is approved. This procedure regulates all stages related to the reservation of material values, including construction structures intended to enhance the state’s defense capabilities.
The reserve is created and replenished by the Administration of the State Special Transport Service, including through budget allocations and voluntary donations. The procurement of materials is carried out in accordance with the legislation on defense and public procurement. Responsible custodians organize the storage of the reserve based on contracts, and the release of material values is conducted exclusively for defense needs, with the agreement of the General Staff of the Armed Forces.
Each stage of the process, from the creation of the reserve to its transfer to state customers, is regulated by clear procedures that include the preparation of acceptance-transfer acts and the formation of commissions to oversee these processes.
On Amending Certain Acts of the Cabinet of Ministers of Ukraine Regarding the Activities of the Ministry of Culture and Strategic Communications
The Cabinet of Ministers of Ukraine adopted a resolution dated October 25, 2024, which amends a number of acts related to the activities of the Ministry of Culture and Strategic Communications (MKSC). In particular, in documents where the Ministry of Culture and Information Policy (MCIP) was previously mentioned, its name is replaced with MKSC. This pertains to procedures for immigration, open data, and the protection of state authority bodies. All changes aim to harmonize terminology in current legislation.
On Amending the Regulation on the Software and Hardware Complex “Automated Information Complex of Educational Management”
The Cabinet of Ministers of Ukraine adopted amendments to the Regulation on the Software and Hardware Complex “Automated Information Complex of Educational Management,” which include clarifications of terms such as “electronic educational information systems” and “electronic security passport of an educational institution.” The changes provide for the automation of management in educational institutions, including through the mobile application “Mriya,” and regulate the access to information and conditions for joining the central database. New information security requirements are established, as well as conditions for suspending access to data in case of violations of rules or detection of cyber threats.
On Amending the Appendix to the Regulation on Data Sets Subject to Public Disclosure in the Form of Open Data
The Cabinet of Ministers of Ukraine made an amendment to the appendix to the Regulation on data sets subject to public disclosure in the form of open data. In particular, in the “SFS” section, the position regarding information on amounts of overpayments for tax obligations is replaced with a new position concerning information about overpaid monetary obligations of taxpayers and amounts of payments that have been made and will be accrued in subsequent reporting periods.
On Amending Item 4 of the Procedure and Conditions for Granting Subventions from the State Budget to Local Budgets for the Creation of Educational and Practical Centers of Modern Professional (Vocational-Technical) Education
By the resolution of the Cabinet of Ministers of Ukraine dated October 25, 2024, amendments are made to item 4 of the Procedure and Conditions for Granting Subventions from the State Budget to Local Budgets for the Creation of Educational and Practical Centers of Modern Professional Education. In particular, the tenth paragraph is excluded, and a new paragraph is introduced, allowing co-financing from local budgets and other sources of expenditures on previously unanticipated areas for the full implementation of projects.
On Amending Item 4 of the Regulation on Medical and Social Expertise
Analysis of the Cabinet of Ministers of Ukraine Resolution Dated October 25, 2024, No. 1207
The Cabinet of Ministers of Ukraine resolution dated October 25, 2024, No. 1207 made amendments to item 4 of the Regulation on Medical and Social Expertise, approved by the Cabinet of Ministers of Ukraine resolution dated December 3, 2009, No. 1317.
Main Changes
- Establishment of the Central Medical and Social Expert Commission of the Ministry of Health: The new version of item 4 introduces a fifth paragraph, which obligates the Ministry of Health (MoH) to establish the Central Medical and Social Expert Commission.
- Transfer of Rights and Duties: The resolution clarifies that the MoH has the right to delegate the rights and duties of the Central Commission to enterprises, institutions, or organizations under the management sphere of the MoH that hold a license for conducting economic activities in medical practice.
Interpretation of Changes
The establishment of the Central Medical and Social Expert Commission of the MoH aims to centralize and unify the processes of medical and social expertise in Ukraine. This may contribute to improving the efficiency and quality of expertise by ensuring a standardized approach to assessing medical and social aspects of cases.
The possibility of delegating the rights and duties of the Central Commission to licensed enterprises or organizations allows the MoH to involve specialized institutions with the appropriate infrastructure and expert staff. **On Considering the Remarks Made by the State Registration Authority Regarding the Order of the Ministry of Internal Affairs of Ukraine dated August 28, 2024, No. 589**
The Order of the Ministry of Internal Affairs of Ukraine dated September 19, 2024, No. 637 introduces amendments to the previously approved Order dated August 28, 2024, No. 589, which pertains to the functional subsystem “Unified Register of Weapons.” The main changes include corrections to the text of the points, particularly clarifications of terms and additional information. Changes are also made to the accompanying annexes to the Regulations. The Order takes effect from the day of official publication.
**On the Approval of Amendments to the Regulations on the Functional Subsystem “Unified Register of Weapons” of the Unified Information System of the Ministry of Internal Affairs**
Resolution of the Affairs of Ukraine No. 589 dated August 28, 2024
General Provisions
The Order of the Ministry of Internal Affairs of Ukraine No. 589 approves amendments to the Regulation on the functional subsystem “Unified Register of Weapons” (URW) of the unified information system of the Ministry of Internal Affairs. The amendments are made in accordance with the Order of the Ministry of Internal Affairs No. 637 dated September 19, 2024, and take effect from the moment of official publication.
Amendments to the Regulation
Amendments to the Regulation, previously approved by the Order of the Ministry of Internal Affairs of Ukraine dated January 10, 2022, No. 2, have been approved. The changes relate to both the structure and the content of the Regulation, in particular the clarification of terminology and the addition of new points aimed at improving the process of entering information into the URW.
Editing of Section I
- In paragraph 2, changes were made to the terminology, where the word “series” was replaced with “serial”.
- In paragraph 2, item 11, the term “On Electronic Trust Services” was clarified to “On Electronic Identification and Electronic Trust Services”.
Items 4-9
Definitions of the owner, holder, and administrator of the URW have been introduced. The owner of the register is the state represented by the Ministry of Internal Affairs, the holder is the Ministry of Internal Affairs, and the administrator is a state enterprise that falls under the management of the Ministry of Internal Affairs. The subjects of the URW are defined as various divisions of the Ministry of Internal Affairs and authorized legal and natural persons.
Functions of URW Subjects
The functional responsibilities of each subject have been defined, including the entry of information, control over the circulation of weapons, and the formation of classifiers, etc. The procedure for electronic information interaction through the central subsystem of the Unified Information System of the Ministry of Internal Affairs or the “Trembita” system has also been established, in accordance with the requirements of relevant laws.
Information Security and Protection
Sections regulating information protection in the URW have been added, including a set of technical, cryptographic, and organizational measures. The processing and protection of information are carried out in accordance with the relevant laws on the protection of personal data and information.
Operation of the URW
A round-the-clock operation mode of the URW has been established, with exceptions for planned and unplanned maintenance work. Information about the conduct of work is published on the official website of the Ministry of Internal Affairs three days before its commencement, except in emergency cases.
Interaction with Other Information Resources
The procedure for electronic interaction of the URW with other state information resources through software interfaces has been defined. The volume and structure of exchanged data are regulated by contracts or separate protocols.
Access to the URW
The procedure for submitting requests for the granting and termination of access to the URW has been described. Requests are submitted in paper or electronic form and are reviewed by authorized divisions of the Ministry of Internal Affairs within the established timeframes. Access is regulated based on licenses and permits related to the circulation of weapons and explosives.
Duration and Termination of Access
Access is granted for a period of one year and may be terminated in case of inactivity for two months. Renewal or extension of access is carried out according to established procedures.
Appendices to the Regulation
New versions of Appendices 1 and 2, containing templates for requests for granting and terminating access to the URW, are attached to this Order.
Funding of the URW
The operation of the URW is funded from the state budget, funds of self-regulating organizations, international financial assistance, and other sources not prohibited by law.
Final Provisions
The Order comes into effect from the day of its official publication and is registered with the Ministry of Justice of Ukraine on September 13, 2024, under number 1384/42729.
On Approval of the Procedure for Providing Funds in Foreign Currency within the System of the Ministry of Defense of Ukraine
The Order of the Ministry of Defense of Ukraine No. 536 dated August 7, 2024, approves the Procedure for Providing Funds in Foreign Currency, which regulates the financing of servicemen, civil servants, and employees of the Ministry of Defense during business trips abroad.
The main provisions include:
- Provision of funds for servicemen, civil servants, and employees during missions, training, participation in international operations, and observation missions.
- Expenses for business trips are covered by budget funds in accordance with legislation, including travel, accommodation, and daily allowances.
- Control over financial expenditures is carried out by responsible structural units of the Ministry of Defense and the General Staff.
- Servicemen are obliged to report on the use of funds within the established deadlines and return any unspent amounts.
- Expenses related to medical services are also subject to reimbursement in accordance with legislation.
The Order comes into effect from the day of its official publication.
