Review of the EU legislation for 23/08/2025

This Commission Implementing Regulation 2025/1758 directly modifies the permitted import zones within the United Kingdom for poultry, poultry germinal products, and fresh poultry meat into the EU. The changes are a direct response to recent outbreaks of highly pathogenic avian influenza (HPAI).

    Specifically, the regulation:

    • Suspends imports from newly affected zones GB-2.390 and GB-2.391 in Devon, England.
    • Reauthorizes imports from zones GB-2.384 in Wrexham, Wales and GB-2.382 in North Yorkshire, England, as the HPAI situation is now resolved.
    • The products affected include a wide range of poultry items (BPP, BPR, DOC, DOR, SP, SR, POU-LT20, HEP, HER, HE-LT20, POU, RAT, GBM).
    • Restrictions “N” and “P1” are applied, as defined in Regulation 2021/404.

The amendments are implemented through the replacement and addition of entries in Annexes V and XIV of Implementing Regulation (EU) 2021/404. The regulation entered into force immediately following its publication.

Review of each of legal acts published today:

Commission Implementing Regulation (EU) 2025/1758 of 21 August 2025 amending Annexes V and XIV to Implementing Regulation (EU) 2021/404 as regards the entries for the United Kingdom in the lists of third countries, territories or zones thereof authorised for the entry into the Union of consignments of poultry and germinal products of poultry and of fresh meat of poultry

This Commission Implementing Regulation (EU) 2025/1758 amends Annexes V and XIV to Implementing Regulation (EU) 2021/404, specifically concerning the entries for the United Kingdom in the lists of third countries authorized for the entry into the Union of consignments of poultry, germinal products of poultry, and fresh meat of poultry.

The regulation adjusts the zones within the UK from which these products can be imported into the EU, following recent outbreaks of highly pathogenic avian influenza (HPAI). It suspends imports from newly affected areas in Devon, England (zones GB-2.390 and GB-2.391), and reauthorizes imports from areas in Wrexham, Wales (GB-2.384) and North Yorkshire, England (GB-2.382), where the HPAI situation has been resolved.

The key provisions of this regulation are the amendments to Annexes V and XIV of Implementing Regulation (EU) 2021/404. These amendments involve replacing existing entries for zones GB-2.382 and GB-2.384, and adding new entries for zones GB-2.390 and GB-2.391, specifying the types of poultry products affected (BPP, BPR, DOC, DOR, SP, SR, POU-LT20, HEP, HER, HE-LT20, POU, RAT, GBM), the applicable restrictions (N, P1), the dates of the outbreaks, and the dates from which restrictions are lifted. This regulation entered into force on the day following its publication in the Official Journal of the European Union.
