    Regarding Accounting Prices for Bank Metals

    The State Committee for Television and Radio Broadcasting makes technical amendments to the order regulating the issuance of a certificate of compliance for distributors of book products. The changes concern the clarification of wording, correction of references and grammatical errors, as well as the replacement of the term “cancellation” with “termination” in the context of the certificate.

    Protocol between the Governments of Ukraine and France

    Amendments have been made to the Agreement between the Governments of Ukraine and France on the creation of a unified aviation safety and civil protection system. The amount of the loan has been increased to EUR 475 million, and the terms of repayment and interest rates have been clarified. The deadline for accepting contracts for financing is December 30, 2025, with possible extension by agreement of the parties.

    Order of the Ministry of Justice on the Expert Appeal Board on Licensing Issues

    The Ministry of Justice of Ukraine has amended the Regulation on the Expert Appeal Board on Licensing Issues, adapting it to the Law of Ukraine “On Administrative Procedure”. The changes concern the procedures for reviewing complaints, the powers of the board and terminology, in particular, the board is empowered to conduct unscheduled inspections of licensing authorities.

    Order of the State Statistics Service on the Cancellation of Instructions

    The State Statistics Service of Ukraine has canceled the previous order approving the instructions for completing the forms of state statistical surveys on commodity markets statistics. This means that these instructions are no longer valid and may affect the procedure for collecting and processing statistical information on commodity markets.

    Order of the State Committee for Television and Radio Broadcasting on the Certificate of Compliance

    The State Committee for Television and Radio Broadcasting is amending the procedure for issuing a certificate of compliance for distributors of book products. The changes concern the replacement of the term “cancellation” with “termination”, clarification of the procedures for submitting documents, informing the applicant about the deficiencies and sending copies of decisions.

    Order of the Pension Fund of Ukraine on the Provision of Information to the SBI (1)

    The Pension Fund of Ukraine has approved the procedure for providing the State Bureau of Investigation with information from the register of insured persons in electronic form. This is necessary to provide the SBI with information for their work, in particular, on the sources of income of insured persons.

    Amendments to the Procedure for Submitting Information on State Aid to the AMCU

    Amendments have been made to the Procedure for Submitting Information on State Aid to the AMCU, which concern the procedure for submission, terms, form and requirements for information. Information is submitted annually by April 1 through an electronic account, and the providers of state aid are responsible for the accuracy of the information.

    Order of the AMCU Regarding State Aid to Business Entities

    The Antimonopoly Committee of Ukraine has amended the orders regarding state aid, updating the procedure for maintaining and accessing the register of state aid, as well as the procedures for submitting information. Providers of state aid are required to submit information through an electronic account using a qualified electronic signature.

This decision supports the proposals of the Cabinet of Ministers of Ukraine regarding the imposition of sanctions. It also defines the mechanism for implementing and monitoring the effectiveness of these sanctions, as well as informing international partners about their application.

    The structure of the decision includes the main part, which defines support for proposals regarding sanctions, a list of individuals and legal entities to whom sanctions are applied (according to Annexes 1 and 2), as well as tasks for the Cabinet of Ministers of Ukraine, the Security Service of Ukraine, the National Bank of Ukraine, and the Ministry of Foreign Affairs of Ukraine regarding the implementation and monitoring of sanctions, as well as informing interof international partners.

    The most important provision of this decision is the direct application of sanctions to individuals and legal entities identified in the annexes to the decision. The Cabinet of Ministers of Ukraine, the Security Service of Ukraine, and the National Bank of Ukraine must ensure the implementation and monitoring of these sanctions. The Ministry of Foreign Affairs of Ukraine should inform international bodies about the application of sanctions and initiate the introduction of similar measures on their part. ****

    On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions)

    The decision of the National Security and Defense Council of Ukraine of August 8, 2025, enacted by the Decree of the President of Ukraine, concerns the application of personal special economic and other restrictive measures (sanctions) to individuals and legal entities. This decision supports the proposals of the Cabinet of Ministers of Ukraine regarding the imposition of sanctions.

    The structure of the decision includes:
    1. Support for the proposals of the Cabinet of Ministers of Ukraine regarding the application of sanctions.
    2. Application of sanctions to individuals and legal entities, the list of which is provided in the annexes to the decision.
    3. Imposing on the Cabinet of Ministers of Ukraine, the Security Service of Ukraine, and the National Bank of Ukraine the obligation to ensure the implementation and monitoring of the effectiveness of the applied sanctions.
    4. Instructing the Ministry of Foreign Affairs of Ukraine to inform the competent authorities of other states about the application of sanctions.

    The most important for the use of this decision is the list of individuals and legal entities to whom sanctions are applied, as it defines the range of persons to whom the restrictions apply. Also important is the monitoring of the effectiveness of the applied sanctions, which should be carried out by the Cabinet of Ministers of Ukraine together with the Security Service of Ukraine and the National Bank of Ukraine.

    On the Decision of the National Security and Defense Council of Ukraine of August 8, 2025 “On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions)”

    This Decree of the President of Ukraine puts into effect the decision of the National Security and Defense Council of Ukraine (NSDC) of August 8, 2025, regarding the application of personal special economic and other restrictive measures (sanctions). In fact, the Decree legalizes and puts into effect the NSDC decision on sanctions. Control over implementation is entrusted to the Secretary of the NSDC. The Decree comes into force from the day of its publication.

    The structure of the Decree consists of three short points: putting into effect the NSDC decision, entrusting control over implementation, and determining the date of entry into force. The list of sanctions and persons to whom they apply should be contained in the annex to the NSDC decision, which is put into effect by this Decree.

    The most important for practical application is the NSDC decision itself,
    which contains a list of individuals subject to sanctions and a list of restrictive measures. Without analyzing this decision, it is impossible to assess the full impact of the Decree.

    On the Decision of the National Security and Defense Council of Ukraine of August 8, 2025 “On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions)”

    This Decree of the President of Ukraine puts into effect the decision of the National Security and Defense Council of Ukraine (NSDC) of August 8, 2025, regarding the application of personal special economic and other restrictive measures (sanctions). In fact, the Decree legalizes and puts into effect the list of sanctions approved by the NSDC. Control over execution is entrusted to the Secretary of the NSDC.

    The structure of the Decree is very simple: it consists of three articles that define the entry into force of the NSDC decision, assign control over execution, and establish the date of entry into force. The NSDC decision, which is an annex to the Decree, contains a specific list of individuals and/or organizations to whom sanctions are applied, as well as a list of restrictive measures.

    The most important for practical application is the NSDC decision itself, which defines the list of sanctioned individuals and the list of sanctions applied to them. Without analyzing this annex, it is impossible to understand to whom exactly and what restrictions apply.

    On Amendments to the Order of the Ministry of Youth and Sports of Ukraine of June 10, 2025 No. 3593
