    On the recognition of certain orders of the State Committee of Ukraine for Housing and Communal Services and the Ministry of Construction, Architecture and Housing and Communal Services of Ukraine as having lost their validity

    This Order of the Ministry for Communities and Territories Development of Ukraine is aimed at updating the regulatory framework in the field of urban electric transport.     **Structure and Main Provisions:**
    The Order has a concise structure: a preamble defining the legal basis (CMU Resolution No. 1739), an executive part, and final provisions. The main change consists of declaring the orders of 2003 and 2007, which regulated the activities of regional technical inspection units, rules for the registration of rolling stock, and tariffs for technical inspection, as null and void. The Order enters into force synchronously with the aforementioned Government resolution, which ensures the continuity of the legal regulation of the industry.

    **Most Important Aspects for Application:**
    1. **Revocation of Obsolete Norms:** Legal entities operating urban electric transport must no longer be guided by Orders No. 97, No. 99, and No. 4, as they have lost their legal force.
    2. **Transition to New Regulation:** All issues regarding the registration, record-keeping, and technical inspection of trams and trolleybuses are now governed exclusively by CMU Resolution No. 1739 dated December 24, 2025.
    3. **Change in Tariff Regulation:** Since Order No. 4 of 2007, which established tariffs for technical inspection and registration works, has been revoked, business entities should be guided by new acts adopted in implementation of CMU Resolution No. 1739.
