NBU Announcement on Accounting Prices for Bank Metals
The National Bank of Ukraine establishes accounting prices for bank metals for March 17, 2026. These prices are used exclusively for accounting purposes and are not binding for NBU’s purchase and sale transactions of these metals. The announcement contains a table with codes, quantity in troy ounces, and the corresponding accounting price in hryvnias for each metal.
NBU Announcement on the Official Exchange Rate of Hryvnia
The National Bank of Ukraine has established the official exchange rate of hryvnia against foreign currencies and special drawing rights (SDR) for March 17, 2026. These rates are intended for reflection in accounting and for NBU’s transactions with the State Treasury Service of Ukraine (DKSU). It is important to note that the NBU is not obliged to buy or sell currency at these rates.
Order of the President of Ukraine on Authorization to Sign a Letter Amending Financial Agreements with the EIB
The President of Ukraine has authorized Deputy Prime Minister Oleksiy Kuleba to sign a Letter amending financial agreements with the European Investment Bank (EIB). The agreements concern the “Emergency Credit Program for the Restoration of Ukraine” and the “Program for the Restoration of Ukraine”. This order is necessary for the official оформлення of amendments to financial documents.
Resolution of the Cabinet of Ministers of Ukraine on the Functioning of Electronic Communication Networks under Martial Law
The Cabinet of Ministers of Ukraine has amended a previous resolution regarding ensuring the stable functioning of electronic communication networks under martial law. The changes concern the financing of transportation costs for the delivery of power supply equipment and the requirements for the qualification of personnel servicing this equipment. Personnel must undergo briefings and training, or a special online course with automated knowledge testing.
Resolution of the Cabinet of Ministers of Ukraine on Amendments to Resolutions No. 236 and No. 856
The Cabinet of Ministers of Ukraine has amended resolutions No. 236 and No. 856, excluding certain paragraphs from both. Paragraph eleven of clause 3 of the Procedure for the Use of Funds under the “Electronic Governance” program was excluded from resolution No. 236. Paragraph twelve of subparagraph 3 of clause 4 of the Regulations on the Ministry of Digital Transformation of Ukraine was excluded from resolution No. 856.

Resolution of the Cabinet of Ministers of Ukraine Regarding the National Commission on Crimean Tatar Language
The Cabinet of Ministers of Ukraine has amended the previous resolution regarding the National Commission on Crimean Tatar Language. The personal composition of the commission has been changed, and it has been determined that the co-chairs of the commission are the Vice Prime Minister for Humanitarian Policy of Ukraine – Minister of Culture of Ukraine, the Head of the State Service of Ukraine for Ethnic Affairs and Freedom of Conscience, the Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea, and the Head of the Mejlis of the Crimean Tatar People. Also, the body responsible for ensuring the commission’s activities has been changed from the Ministry of Reintegration to the State Service of Ukraine for Ethnic Affairs and Freedom of Conscience.
Resolution of the Cabinet of Ministers of Ukraine Regarding Amendments to the Procedure for Developing, Updating, Amending, and Approving Urban Planning Documentation
Amendments have been made to the procedure for developing urban planning documentation, in particular, regarding the format of electronic documents and requirements for the content of general plans of settlements and detailed territory plans. Requirements for the section “Restrictions on Land Use” have been added, and the procedure for bringing projects that were not approved by January 1, 2025, into compliance has been defined. New requirements for the format of electronic documents and the content of plans are important for ensuring compatibility and data exchange between authorities.
Resolution of the Cabinet of Ministers of Ukraine Regarding Support for National Artistic Collectives
The Cabinet of Ministers of Ukraine has changed the procedure for using budget funds allocated to the Ministry of Culture for the support of national artistic collectives and concert organizations that have transferred buildings-monuments of national architectural significance for use by religious communities. For such collectives, the percentage of financial support has been increased from 91% to 97% of the actual total volume of income for the year.
Resolution of the Cabinet of Ministers of Ukraine Regarding the Integrated Interdepartmental Information and Communication System “Arkan”
The Cabinet of Ministers of Ukraine has amended the regulation on the “Arkan” system, which regulates the processing of information on individuals, vehicles, and cargo at the border. The changes concern technical aspects of authorization and electronic interaction of the system with other resources. In particular, the list of systems for electronic information interaction has been expanded, and the requirements for authorization have been clarified.

Ukraine has amended the regulations on the Commission for Reviewing Complaints Regarding Inadequate Detention Conditions. The changes concern procedural issues, the powers of the commission, and the procedure for reviewing applications. The commission does not consider applications from persons not specified in paragraph one of point 20, and also determines the procedure for forwarding applications that are not within its competence to the relevant bodies.
Order of the Cabinet of Ministers of Ukraine Regarding Support for Buyers of Ukrainian Goods
The Cabinet of Ministers of Ukraine has determined the mechanism for financing the state program to support buyers of Ukrainian-made goods in 2026. UAH 2,138,100 thousand has been allocated from the reserve fund of the state budget to the Ministry of Economy, Environment and Agriculture for providing financial assistance to buyers. The funds should be used in accordance with CMU Resolution No. 952 of August 20, 2024.
Resolution of the Cabinet of Ministers of Ukraine Regarding Business Grants to Ensure Energy Independence
The Cabinet of Ministers of Ukraine has amended the resolution regarding the provision of grants to businesses to ensure the energy independence of small businesses. The changes concern the list of types of economic activity (NACE) to which assistance is provided. Also, the term “March” has been changed to “May” in point 2 of CMU Resolution No. 111, which may affect the deadlines for submitting documents or receiving assistance.

The Cabinet of Ministers of Ukraine has introduced an experimental project for the development of military goods in the field of artificial intelligence. The project provides access to software products of the Ministry of Defense for training and evaluating artificial intelligence models. Also, the peculiarities of international transfer (export) of such goods within the framework of this project are determined.
Ruling of the Constitutional Court of Ukraine Regarding the Law of Ukraine “On Court Fee”
The Constitutional Court of Ukraine has opened proceedings based on the submission of the Supreme Court regarding the constitutionality of certain provisions of the Law of Ukraine “On Court Fee”. The proceedings concern the list of cases where court fee is not paid, and the rates of court fee for filing administrative claims and appeals.
