Good day! Order of the Cabinet of Ministers of Ukraine No. 136-r dated February 11, 2026, provides for the allocation of funds from the reserve fund of the state budget to the Sumy Regional State Administration (for the Sumy Regional Military Administration). These funds, namely UAH 5,885,367, are intended to pay off accounts payable for reimbursement of expenses related to measures to strengthen the defense capability of the state in the Sumy region in 2025. The financing of these measures was previously provided for by the Order of the Cabinet of Ministers of Ukraine No. 1043 dated September 25, 2025.
The structure of the order includes two main points. The first point defines the amount of funds to be allocated and their intended purpose, and obliges the Ministry of Finance to make the appropriate expenditures. The second point assigns to the Sumy Regional State Administration the obligation to ensure the repayment of accounts payable and submit a report on the use of the allocated funds to the designated bodies.
The most important provision of this order is the specific allocation of funds to pay off accounts payable related to defense capability, as it ensures the timely fulfillment of financial obligations to contractors and service providers involved in strengthening the defense capability of the region.
