    **On the Application of Personal Special Economic and Other Restrictive Measures (Sanctions)**

    The Decision of the National Security and Defense Council of Ukraine of January 3, 2026, enacted by the Decree of the President of Ukraine, concerns the application of personal special economic and other restrictive measures (sanctions) against individuals and legal entities. The decision supports the proposals of the Security Service of Ukraine regarding the application of sanctions. The Cabinet of Ministers of Ukraine, the SSU, the NBU, and the Commission on State Awards and Heraldry are entrusted with ensuring the implementation and monitoring of the effectiveness of these sanctions. The Ministry of Foreign Affairs of Ukraine is to inform international bodies about the application of sanctions and initiate the introduction of similar measures.

    The structure of the decision includes four main points and two appendices. The first point supports the SSU’s proposals regarding sanctions. The second point defines the application of sanctions to individuals and legal entities, the list of which is provided in Appendices 1 and 2, respectively. The third point assigns responsibilities for the implementation and monitoring of sanctions to the government and other state bodies. The fourth point provides for informing international partners about the introduced sanctions.

    The most important aspect for the use of this decision is the list of individuals and legal entities to whom sanctions are applied, as it defines the scope of persons subject to restrictions. Also important is the mechanism for implementing and monitoring the effectiveness of sanctions, which should ensure their proper implementation and achievement of the set goals.
