The decision of the National Security and Defense Council of Ukraine dated November 29, 2025, enacted by the Decree of the President of Ukraine, concerns the application of personal special economic and other restrictive measures (sanctions) against individuals and legal entities. The decision supports the proposals of the Security Service of Ukraine (SBU) regarding the application of sanctions, and the Cabinet of Ministers of Ukraine, together with other bodies, is entrusted with ensuring the implementation and monitoring of the effectiveness of these sanctions. The Ministry of Foreign Affairs of Ukraine is to inform international bodies about the application of sanctions and initiate the introduction of similar measures.
The structure of the decision includes four points and two annexes. Point 1 supports the proposals of the SBU, point 2 defines the application of sanctions to individuals and legal entities in accordance with Annexes 1 and 2, respectively. Point 3 assigns the Cabinet of Ministers, the SBU, the National Bank of Ukraine (NBU), and the Commission on State Awards and Heraldry with the responsibility of implementing and monitoring sanctions. Point 4 envisages informing international partners and initiating similar measures on their part. Annexes 1 and 2 contain lists of individuals and legal entities to whom sanctions are applied.
The most important aspect for the use of this decision is the list of individuals and legal entities to whom sanctions are applied, as well as the obligations imposed on the Cabinet of Ministers of Ukraine and other bodies regarding the implementation and monitoring of the effectiveness of these sanctions.
