This resolution amends a previous resolution of the Cabinet of Ministers of Ukraine, which regulates the development of special innovative technologies. The changes concern the procedure for making advance payments when purchasing goods, works, and services with funds allocated to the Ministry of Digital Transformation for the development of these technologies.
Structurally, the resolution amends two clauses of the previous resolution No. 1354 of October 22, 2025. The first change concerns clause 2, which adds a paragraph regarding the application of resolution No. 1070 on advance payment, taking into account the provisions of the Procedure for the Use of Funds for the Development of Special Innovative Technologies. The second change concerns clause 6 of the Procedure for the Use of Funds, which details the conditions and amounts of advance payment for capital expenditures.
The most important provision is the clarification of the terms of advance payment for capital expenditures, namely the possibility of advance payment of up to 70% of the cost of goods/works/services for a period of up to 12 months. Also, advance payment funds should be directed to non-budget accounts of suppliers in the Treasury authorities and used exclusively for the purposes specified in the contract.
