The NSDC decision defines the priorities for financing national security and defense for 2026-2028. It obliges the Cabinet of Ministers of Ukraine to ensure priority financing of this sphere, to provide for the possibility of adjusting expenditures taking into account the military-political situation, and to take measures to ensure timely and full financing of the maintenance of personnel, stimulation of military service, and implementation of social guarantees.
Structurally, the decision contains a list of tasks for the Cabinet of Ministers of Ukraine and bodies of the security and defense sector. The main provisions relate to financing, social payments, replenishment of reserves, support for the defense industry, and priority areas of activity, such as the development of the latest weaponry, strengthening cybersecurity and intelligence capabilities.
The most important provisions for practical use are those that define the priority areas of financing, in particular the development and procurement of the latest weaponry, strengthening air defense, cyber and information security, as well as measures for social protection of servicemen and their families.
