On Ukraine’s Withdrawal from the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction of 18 September 1997

The Decision of the National Security and Defense Council of Ukraine dated June 29, 2025, concerns Ukraine’s withdrawal from the 1997 Convention on the Prohibition of Anti-Personnel Mines. This decision is initiated to protect the territorial integrity and sovereignty of Ukraine, based on national interests. The Ministry of Foreign Affairs of Ukraine is invited to support this withdrawal, and the Cabinet of Ministers of Ukraine is instructed to urgently take the necessary measures to implement this decision.

The structure of the decision consists of two main points: supporting the proposal of the Ministry of Foreign Affairs and ensuring that the Cabinet of Ministers of Ukraine takes measures to withdraw from the Convention.

The most important provision of this decision is the direct instruction to the Cabinet of Ministers of Ukraine to take measures to withdraw from the Convention, which effectively launches the process of terminating Ukraine’s international obligations under this Convention.
