**On Amending § 40 of the Regulation of the Cabinet of Ministers of Ukraine** 1. To amend § 40 of the Regulation of the Cabinet of Ministers of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated July 18, 2007, No. 950 (Official Gazette of Ukraine, 2007, No. 54, Art. 2250; 2011, No. 94, Art. 3428; 2016, No. 54, Art. 1882), by adding a new paragraph with the following content: “In the case of submission for consideration by the Cabinet of Ministers of Ukraine of draft regulatory legal acts prepared on the basis of and in implementation of the law, which establish regulations for business activities, a regulatory impact analysis is not carried out if such analysis was carried out during the preparation of the draft law.”.

This resolution amends the Regulations of the Cabinet of Ministers of Ukraine, namely paragraph 40. The changes concern the procedure for approving draft acts under martial law.

    **Structure and Main Provisions:**

The resolution consists of one article that amends § 40 of the Regulations of the Cabinet of Ministers of Ukraine, approved by CMU Resolution No. 950 of July 18, 2007. The changes consist of supplementing the specified paragraph with a new point 4.

    **Main Provisions and Importance:**

The most important provision is that under martial law, members of the Government have the right to submit draft acts for consideration by the Cabinet of Ministers without mandatory re-approval. At the same time, ministers retain the right to express their position on the need for such approval at a meeting of the Cabinet of Ministers or a government committee. This may speed up the decision-making process under martial law.
